First of all, I want to say thank you for the great responses and questions that several of the city council members brought up after the public hearing section during the May 18th meeting. It was very clear that there were council members who were actively listening to what was brought forward as there were many great questions asked. I was one of the speakers that evening and I know that there was so much information brought forward by the city residents and that many different aspects of the matter were very quickly discussed. I intend to provide some sources and suggestions in response to some of the members questions regarding the information addressed by the public in regards to the subject of Breed-Specific Legislation (BSL) and the proposed ordinance for Bellevue. One of the questions raised by Councilman Preister was if it was possible to verify that the many listed organizations did in fact have statements against BSL. The answer is yes- organizations such as the American Kennel Club (1 <https://cqrcengage.com/akc/file/TnGm0eEq8mu/Issue%20Analysis_%20Why%20Breed-Specific%20Legislation%20Doesn%E2%80%99t%20Work_FINAL.pdf> ), the American Veterinary Medical Association (2 <https://www.avma.org/resources/pet-owners/why-breed-specific-legislation-not-answer> ), the ASPCA (3 <https://www.aspca.org/about-us/aspca-policy-and-position-statements/position-statement-breed-specific-legislation> ), the National Animal Care and Control Association (4 <https://www.nacanet.org/wp-content/uploads/2020/10/BSL-Guideline-1.pdf> ), as well as other similar groups all have plenty of information on their websites as to their stances on BSL, why is ineffective, and suggestions for alternative prevention measures. Another point addressed by Councilman Preister was in regards to the comments of other locations overturning BSL. In January of 2021, Commerce City, CO made changes to their city code to add definitions for  dangerous animals and removed the previous ban on pit bull and pit bull terrier breeds (5 <https://www.c3gov.com/Home/Components/News/News/6065/> ). At the beginning of 2020, the state of Washington enacted a law that prevents any BSL from being enacted that does not allow for exemptions based on good behavior (6 <https://www.theregreview.org/2020/04/23/mancuso-rethinking-regulation-dog-breeds/> ). As of February 2021, Iowa was working on a bill that would prohibit pit bull bans in the state (7 <https://www.radioiowa.com/2021/02/02/bill-would-prohibit-pit-bull-bans-in-iowa-cities/> ). According to the ASPCA, there were 21 states with a state-wide BSL ban on the books by April 2020 (8 <https://www.aspca.org/sites/default/files/states-prohibiting-breed-specific-legislation.jpg> ). Councilman Cook and Councilman Preister both discussed the need for ideas on ways that the education of dog owners can be addressed. It was mentioned that the Nebraska Human Society (NHS) could provide an informational flyer to be aired on the city s broadcast channel which is a great starting point. I think that it would also be worth looking to see if any of the local rescues, dog training facilities, or dog trainers would be willing to host some informational sessions. These could cover basic harnessing and safety information, not unlike bike safety events, to make sure that dogs are safely and correctly under control. Events like this could happen at one of the parks in Bellevue. It would also be possible to see if a  good dog ownership information session could be hosted over at the Bellevue Public Library, as they frequently host educational sessions and public service events. Distributing information on the subject of responsible pet ownership and reminders to follow current leash laws on social media is yet another option that could be pursued. This ordinance is no small matter. It will have a profound effect on Bellevue City residents if it should pass and there is no evidence to say that the effect will be a good or beneficial one.
