Rationale:  African American History Challenge winners - MS and HS - Beveridge and Northwest

Good evening President Snow, Vice President Holman, members of the Board and Superintendent Dr. Logan.  For this evening's #OPSProud Spotlight, we are proud to welcome the winners of the African American History Challenge from Northwest High School and Beveridge Magnet Middle School. The event is hosted by 100 Black Men and the event teaches students important historical facts about African Americans both locally and nationally. Principal Lee from Northwest sends his best - he had a conflict with this evening's meeting. I'd like to introduce you to Ms. McCoy and Mrs. Molina who will tell you more about the competition and the students who are present today.

Rationale:  The Board may vote on any items presented by the Legislative Committee and any bill currently in front of the Nebraska Legislature.

J.1.b. Purchase of Curricular Materials and Resources for Kindergarten - 5th Grade English Language Arts
Rationale:  The Department of Curriculum and Instruction Support is requesting approval at the March 2, 2020, Board of Education meeting to purchase curriculum materials and resources. This recommendation aligns with our new Strategic Plan of Action 2020-2025 to accelerate literacy learning for all elementary students.
 
J.1.c. Steele Dynamics Work with Elementary and Middle School Programming
Rationale: 

Steele Dynamics will assist OPS in establishing and implementing the elementary and middle school vision/programming starting in March 2020 through May 2021. 

Services to include: 

  • Facilitating the development of an elementary and middle school transformational leadership team 
  • Developing an action plan for elementary and middle school programming
  • Delivering professional development on key transformational strategies. Including, but not limited to, school design, communication strategies, leadership development, development of programs of study, reviewing of currently policies & practices, and other services as determined by the district
  • Creating Branding & Communication Plan
  • Selecting elementary and middle school academic programs
  • Selecting new elementary and middle schools’ model
  • Developing a business engagement structure for middle schools
  • Selecting innovative pathways with clear alignment to high school programming.

L. Request for Closed Session
Rationale:  The Omaha Board of Education is authorized by state statute to hold closed sessions.  Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual.  Reasons that meet this standard include but are not limited to:  (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.

Explanation

At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law.

PROPOSAL:

That the Board hold a closed session:

1.  For strategy session with respect to negotiations/collective bargaining clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.

2.  For strategy session with respect to property/real estate matters clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.

3.  For strategy session with respect to pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.

4.  For discussion regarding deployment of security personnel or devices clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.

5.  For investigative proceedings regarding allegations of criminal misconduct clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.

6.  For personnel and the evaluation of job performance clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.

7.  For discussions of the legal consequences of specific action and legal advice clearly necessary for the protection of the public interest or for the prevention of  needless injury to the reputation of an individual in compliance with the law.
