H.39. Omaha Public Schools 2020 Property & Casualty Insurance Renewal
Rationale:
The District recommends a total increase from $3,064,430 to $3,613,811 for the following 2020-2021 insurance coverage premiums. This renewal covers policies for property, crime, general liability, excess workers comp, fiduciary liability, cyber security, and builders risk. Overall, there is a 17.9% increase in annual cost as highlighted in the attached document. This increase in cost is primarily driven by an increase in our property insurance and our general liability coverages. Property Insurance increased in cost over the entire market in large part due to the local and national storm damages and summer floods. We were able to maintain our comprehensive coverage on our bus fleet when not in use but are accepting a deductible change to maintain this coverage. This property deductible change adds a separate wind/hail deductible of 2% of the value of the property damaged by wind/hail. The increase in premium for general liability is due in part to student population growth, to our current open liability cases, and an increase across the nation in liability cases.

H.42. Social Studies Standards Adoption
Rationale:
In March of 2019, the Nebraska State Legislature revised and signed into law Legislative Bill 399. This bill amends sections 79-724 and 79-727 of the Revised Statues of Nebraska and is focused on ensuring that youth are given the opportunity to become competent, responsible, patriotic, and civil citizens. A provision of LB 399 renames the Americanism Committee to the American Civics Committee. The second meeting of this committee took place on Monday, March 16th. The meeting highlighted the Social Studies Standards, adopted by the NE State Board of Education in November of 2019, and updated the committee on the OPS adoption process. The American Civics Committee recommended the 2019 Nebraska Social Studies Standards move to the OPS Board of Education for adoption. Curriculum and Instruction Support seeks approval from the OPS Board of Education to adopt the 2019 Nebraska Social Studies Standards.

K. Request for Closed Session
Rationale:
The Omaha Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law. That the Board hold a closed session: 1. For strategy session with respect to negotiations/collective bargaining clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. 2. For strategy session with respect to property/real estate matters clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
3. For strategy session with respect to pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
