Rationale:
Good evening Board President Snow, members of the board, and Superintendent Dr. Logan. We are pleased to present North, Central and Burke as this evening’s #OPSProud Spotlight. More than 50 of our OPS students, some of who are here with us tonight, received a medal and academic honors at the Metro Conference Swim Meet in February. While we are unable to go through every student’s name, we’d like to recognize the students here tonight who either qualified, were nominated or received a medal or academic honor at the Metro Conference.
In addition to students who medaled our OPS students also earned honors in the following academic categories: The Academic All-American Team honor, the criteria is students must have a cumulative GPA of at least 3.5. The individual Academic All American, the criteria for this award is the student must be a varsity athlete with a cumulative GPA of 3.75. The All State Academic Award, to qualify for this award a student must be a varsity athlete and have a cumulative GPA of 3.7. The National Interscholastic Swim Coaches Association (NISCA) All-American honor is when a student ranks in the top 100 in their event nationally. The Metro All-Academic award qualification criteria is the athlete must be a junior or senior, have an automatic state qualifying time and have a cumulative GPA of 3.65. Congratulations to all of our OPS students! We’d like to recognize our principals who are here with us tonight and we also acknowledge our athletic directors and coaches here from Burke, Central and North High School. At this time, we welcome one of our OPS Burke High students to the podium, Elizabeth Richardson for remarks. |

I.20. Omaha Public Schools 2019 Property & Casualty Insurance Renewal
Rationale:
Central Office recommends a total increase from $2,617,753 to $3,036,896 for the following 2019-20 insurance coverage premiums. Negotiated property limits increased due to construction and changes in the Districts property. Property coverages effective 5-1-18 will maintain the Retention to $1,000,000 with a $2,500 per vehicle/ $250,000 aggregate Auto Physical Damage deductible leaving the loss limit at $550 million for an annual premium of $2,189,859 from $1,778,780, due to the $22M June 2017 Hail Claim loss and the continuation of our Open Lot coverage. Crime Insurance premiums a minimal increase of $211. General Liability, Auto Liability, Medical Malpractice & Broadcasters Liability premiums saw a slight increase due to rate increases. Cyber & Network Security Liability premiums decreased due to a rate reduction and risk reduction due to proactive IT security. Excess Worker Compensation say a decrease of $20,142 due to claim history experience. Fiduciary Insurance saw a decrease in total Fiduciary limits from $10,000,000 to 5,000,000 causing us to add excess coverage in the amount of 2,500,000 from AXIS Insurance Company giving us a total Fiduciary Limit of $7,500,000. This resulted in a total increase of $17,135 for Fiduciary Insurance due to rate increases and recent exposures.

Rationale:
The Omaha Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law. That the Board hold a closed session: 1. For strategy session with respect to negotiations/collective bargaining clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. 2. For strategy session with respect to property/real estate matters clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
3. For strategy session with respect to pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
4. For discussion regarding deployment of security personnel or devices clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
5. For investigative proceedings regarding allegations of criminal misconduct clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
6. For personnel and the evaluation of job performance clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
7. For discussions of the legal consequences of specific action and legal advice clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. |
