For our #OPSProud spotlight we are happy to highlight a partnership focused on providing service learning opportunities for students at the University of Nebraska at Omaha (UNO) and Omaha Public Schools (OPS) that received national recognition this fall. The initiative was recently awarded the Excellence in Community Partner Engagement Award by the Engagement Scholarship Consortium (ESC). To speak about the longstanding partnership that connects Blackburn Alternative High School and the Adams Park Senior Center is Blackburn Program Director Ms. Jodi Pesek.

Rationale:
District Staff, Jacobs, and the project architects, Jackson-Jackson Associates, Inc. and The Schemmer Associates, Inc., recommend the District enter into a Construction Manager at Risk Agreement with Boyd Jones Construction to provide Construction Manager at Risk services, including preconstruction estimating and constructability services, for the Catlin, Conestoga, Edison, and Masters Elementary School Capital Improvements & Renovation Project. I.14. Crown Point-72nd Street to Blair High Road Tract-3 - Easement
Rationale:
The City of Omaha is proposing the construction of Crown Point-72nd St to Blair High Rd. This project is tentatively scheduled to begin March 2020 and be completed by November 2020. In order to construct the proposed improvement, the City of Omaha requests your permission to use, or in some cases acquire a certain portion of your property. The enclosed tract drawing with an attached legal description (Exhibit "A") indicates the area of need specific to your property for this project.
When the project is completed, the temporary construction easement, if applicable, will cease to exist. There will be no special assessments levied against your property for this construction work. Enclosed for your review and subsequent signatures are copies of the statement of offer and right-of-way documents as well as an informational letter which pertains to your property.

PROGRAM: 2510 Business Support Services VENDOR: Lampmann Roofing AMOUNT: $84,890.00 Staff recommends the approval of the bid amount total of $84,890.00 for Roof Coating at King Elementary School. This proposal provides labor and materials to repair damage to Section A, N, E (32,735 sq ft) resulting from the June 29, 2017 hailstorm and includes a 15 year labor and materials warranty by the manufacturer. Bids received were: Contractor King Elementary J3 Roofing & Contracting $98,357.00 Lampmann Roofing $84,890.00* Rawson & Sons Roofing $132,248.00 * Apparent Low Bidder meeting the specifications. Rationale:
FUND: Various Budgets (Dependent upon request) Program: Various Programs (Dependent upon request) Vendors: Baird Holm LLP Attorneys At Law Amount: Dependent upon the number of hours Staff recommends approval by the Board of Education for a four (4) year contract with Baird Holm, LLP for outside legal counsel on an as requested basis. The District intends to utilize the selected firm for legal advice and or representation of the District in litigation and non-litigation matters. Services provided will include Board of Education and General Legal Services, Building & Grounds, Human Resources, Information Technology, Special Education and Purchasing specific legal services, advice and representation regarding operation of the Douglas County School District 0001 and Educational Service Unit (ESU) #19. The General Counsel shall act as the District’s internal contract manager and oversee performance under the contract. The Superintendent or the District’s General Counsel shall assign all work under the contract.

L. Request for Closed Session
Rationale:
The Omaha Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law. That the Board hold a closed session: 1. For strategy session with respect to negotiations/collective bargaining clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. 2. For strategy session with respect to property/real estate matters clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
3. For strategy session with respect to pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
4. For discussion regarding deployment of security personnel or devices clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
5. For investigative proceedings regarding allegations of criminal misconduct clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
6. For personnel and the evaluation of job performance clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
