5.2. Comments From The Public

Rationale: This is the portion of the meeting when members of the public may address the board about matters of public concern.

INSTRUCTIONS FOR MEMBERS OF THE PUBLIC WHO WISH TO SPEAK:

Getting started: When you have been recognized, please stand and state your name.
Time Limit: You may speak only one time and must limit your comments to 5 minutes or less.
Personnel or Student Topic: If you are planning to speak about a personnel or student matter involving an individual, please understand that our policies require you to follow the district’s complaint procedure before addressing the board. Board members will generally not respond to any questions or comments you make about individual staff members or students. Please remember that slanderous comments will not be tolerated.
General Rules: This is a public meeting for the conduct of business. Comments from within the audience while others are speaking will not be tolerated. Offensive language, personal attacks, and hostile conduct will not be tolerated.
No action by the Board: The Board will not act on any matter unless it is on the published agenda.

5.3. Discuss, consider, and take all necessary action to discontinue, reduce, or change any of the subject areas or programs or staff positions presently offered by the school district. The school board, in addition to other subject areas or programs, or staff positions, will review and determine whether or not the elementary program and secondary program, and the teacher staff positions thereof, should be discontinued, reduced, or changed at the end of the 2014-15 school year and effective for the 2015-16 school year.

5.4. Discuss, consider and take all necessary action with regard to. the “2015 Blair Community School District - Reduction-in-Force Targeted Voluntary Severance Program” (“Targeted VSP Program”) which provides for the payment of certain dollar amounts to certificated employees employed in the educational program areas to be reduced at the end of the 2014-2015 school and contract year and effective for the 2015-2016 school and contract year by reason of reduction-in-force.
