February 13, 2017 at 7:00 PM - Board of Education Regular Meeting

This agenda contains a list of subjects known at the time of its distribution.  A copy of the agenda reflecting any changes will be available for public inspection during normal business hours in the District Office.  Except for items of an emergency nature, the agenda shall not be altered later than twenty-four hours before the meeting.  The Board reserves the right to alter the order of items, as it deems necessary.

Information concerning the Open Meeting Law, Chapter 84, Article 14 of Nebraska State Statutes, is posted on the bulletin board in the back of the meeting room.

This is the public’s opportunity to speak to items on the agenda. This is also the public’s opportunity to speak to any topic concerning the school district – since it is not an agenda item the board cannot discuss or take action on the matter at this time. Future discussion can be requested as an agenda item. To be recognized, all participants must complete the Request to Address the Milford Board of Education Form. No complaints regarding specific staff members will be heard during a public meeting. The District has established separate procedures for complaints against individual employees. We have a higher than normal total dollar amount but nothing that is alarming as they are items we have no choice on.

1. We have a number of bus repair items - we had our annual inspections and repairs related to those; we had the rear axle and wheel repair we discussed through email; the 93 needed brakes and diagnostic electrical repair - strobe light; the 20-5 electrical work on engine, power seal issues, glow plug issues; the 01 had dash lights go out and electrical work and heater case repair; we had a driver run into something at the home and we will get $1,500 back from their insurance.  The labor costs associated with these are high as well.
2. You will start seeing bills related to speech meet entries and judges.  Just a reminder that besides paying an entry fee we must bring 2-3 judges that we pay depending on the size of the meet.
3. You will start seeing more fees to the ESU for technology items as we start moving backups to the ESU.  These fees should be offset by us not having to continually update our own servers on site.
4. Obviously, we have some higher fuel bills as we were in the middle of winter sports season.
5. $45,000 to Carlson West is for architect/engineering fees
6. $1,100 to General Fire and Safety for fire alarm system inspections.
7. $675 to Midwest Gutters is for some repairs and re-routing of gutters on bus barn.  Trying to control the drainage and melting water that runs across the pavement between high school and bus barn to control icing issues.
8. $6,389 to Oswald is for electrical work in the district office, the weight room/stage area, the high school computer lab and the industrial arts area - this is still associated with the welding updates and general electrical updates from summer and fall.
9. $1,440 to Rachel's Challenge is for a speaker and training related to bullying.  Mr. Mowinkel will update you during his report.

We will not act on these until the March meeting.  As of today, I do not see a reason to deny these requests. 

Some of the changes as compared to last year are highlighted.  I will discuss these briefly.  I believe we are ready for approval after receiving comments from staff.

The bid process has been delayed due to one of the advertising exchanges failing to advertise.  During the process we are looking at other possible options.  Hopefully, I will have a detailed update by Monday night.

Track Numbers:

I have attached a document showing our track participation numbers.  It shows the last 7 years and averages, as well as a few years previous to that.

1. Other than our instrumental music program, no activity has such a large number of participants.
2. From 15/16 back to 09/10 we have averaged:
   1. 65 junior high students
   2. 29 high school students 
   3. 123 students per year participating in track
   4. PE classes, weight/fitness classes use the track
             
3. The community uses the track daily.  Even in the winter.

I struggle with this as much as the board does.  Unfortunately, it is a part of our facility that does cost a lot of money to update.  I compare it to the North gym.

This is a yearly item for the Board.

I feel we can leave the fee at the current rate: $215 for Milford resident/option students and $250 for students that live out of the District and are not option students.  Conference average is $240.

The program has been in the black the past five years.  I feel we should keep this fee as it will cover any increased fuel prices that could occur this summer (even though prices are lower right now) or repairs needed to the vehicle (old Malibu).

The Board of Education reserves the right to enter into Closed/Executive Session for 1) the protection of the public interest, or 2) the prevention of needless injury to the reputation of an individual, and/or the individual has not requested a public meeting. When making a motion to enter into Closed/Executive Session, the member making the motion should be as specific as possible as to the reason(s) for executive session.

The Board President will restate the reason for Closed/Executive Session after the motion has been acted on.
