3.A.1. Shell Creek Environmental Enhancement Plan Implementation Phase I (56-1586)
Rationale:
Last week, we submitted a Shell Creek 56-1586 grant reimbursement request No. 2 totaling $77,003.35, as attached. After this reimbursement, we will have $140,797.04 remaining in available grant funds for future projects in the Shell Creek Watershed. On August 13, 2018, the Board approved Change Order No. 2 to the Kramer Shell Creek Bank Stabilization Project Site 3 (Vavricek) for $58,981. The Tom Sprunk Wetland/Stabilization Project is anticipated to be use around $40,000 - $50,000 of grant funding, but that project is not expected to be completed until next year. After those projects are complete, we will have an estimated $30,000 - $40,000 of Phase I grant funds remaining for new projects.

3.A.1.a. Kramer Shell Creek Bank Stabilization Project Update
Rationale:
On August 13, 2018, the Board approved Change Order No. 2 to Kohl Construction (attached) for completion of the Kramer Shell Creek Bank Stabilization Project Site 3 (Vavricek) for $58,981. The work is scheduled to be started after Labor Day. The updated project plans are also attached.

3.A.1.b. SCWIG Panel Presentation at NARD
Rationale:
Members of our Shell Creek Watershed Improvement Group (SCWIG) advisory committee have agree to participate with a five member panel discussion at the NARD Fall Conference. The panel includes Directors Matt Bailey, John Hannah and Mark Sier. LPNNRD will cover the registration costs for the other two SCWIG panel members, Gene Wisenburg and Ralph Pieke.

3.A.2. Shell Creek Environmental Enhancement Plan Implementation Phase II Grant Applications
Rationale:
We have been working with SCWIG on submitting new grant applications to NDEQ and NET for more water quality projects in the Shell Creek Watershed. Chris Poole and and Mountford met with Elbert Traylor, NDEQ on August 15, to outline a draft Project Plan to apply for an additional $250,556 from NDEQ and another $104,688 from NET. The grant application deadlines are September 4, 2018. If both grants were approved, an additional $37,150 match from LPNNRD would be required. It is estimated that county contribution would be $102,000.
The Shell Creek Improvement Group was planning to meet on August 22nd and have been asked for their recommendation for proceeding with applying for more grant funds from NDEQ and NET. Projects Committee discussion and a recommendation is requested.

To authorize staff to submit new Shell Creek Watershed grant applications to NDEQ and NET for accomplishing additional water quality projects as shown in the Projects Committee Minutes and appoint Assistant Manager Mountford as the grant administrator to sign & submit necessary grant documents Passed with a motion by Board Member #1 and a second by Board Member #2.

3.B. Wahoo Creek Watershed

3.B.1. Wahoo Creek Dam Site Planning Update & FYRA Invoices
Rationale:
Attached is FYRA’s August invoice ($74,823.79) and work summary for work completed in the Wahoo Creek Watershed. This invoice and summary (for planning on eight additional dams) will also be reported at the August 30th Projects Committee meeting. Since this work is under a Board approved contract, we only report this information to the Board. As outlined in the summary, work completed so far is on schedule and on budget. After the above payment is made at the September 10th Board Meeting, there will be $402,443.07 remaining under this $574,900 contract. This contact work is being reimbursed 100% from NRCS.
We have recently asked FYRA to provide more detail on the billings which is shown in the attachments. FYRA also met with Directors Thompson and Birkel to discuss the billing process and suggest additional information to help show details of work accomplished. |
3.B.2. Wahoo Creek Watershed Water Quality Plan Phase II

3.B.3. Wahoo Creek - Requests for Proposals for Engineering Services
Rationale:
The below e-mail and attachments were sent out to interested consulting firms and also advertised in area newspapers for Wahoo Creek Engineering services:
"The Lower Platte North Natural Resources District is requesting proposals for professional engineering services necessary to complete the currently funded design and construction phases of the Wahoo Creek Watershed Project which includes the permitting and final designs of eleven flood reduction structures and the construction observation of three (Sites 26a, 26b & 27) of the eleven flood reduction structures. Attached is a detailed RFP letter and project schedule. A map of the eleven structures and other pertinent information is available electronically on the WeTransfer site listed: https://we.tl/DU5HYgDDtw " Proposals are due by 12:00 p.m., Friday, September 14, 2018. It is anticipated that a few members of the Projects Committee will be part of a review/selection committee Wednesday, September 19. . After the committee selects firm(s) for interviews, it is suggested to conduct those interviews following the September 27, 2018, Projects Committee Meeting. The Projects Meeting is planned begin at 10:00 a.m., with interviews staring that morning or early afternoon. After the interviews, we would then meet with the top selected firm(s) to negotiate a contract(s) prior to the October 8, 2018, for possible Board approval. Committee discussion and input is requested.

3.B.4. Wahoo Creek Requests for Proposals (RFP) - Cultural Resources Investigations
Rationale:
We have also sent out RFP to qualified parties and also advertised in area newspapers for Cultural Investigation services on eight dam sites in the Wahoo Creek Watershed as attached. Proposals are also due by 12:00 p.m., Friday, September 14, 2018, for this work. Projects Committee members may also wish to review these proposals prior to the September 27 Projects Committee. This RFP will be fairly straight forward for a much smaller contract amount, The selection committee will be reviewing RFPs for engineering services as discussed in 3.B.4 above, so of desired a review of cultural resources RFPs could occur on the same day. If the Committee desires, an alternative option would be for LPNNRD and NRCS cultural resource staff review Cultural Resource Investigation proposals and bring a recommendation to the September 27 Projects Committee Meeting. Discussion is requested.
