Rationale:
Final design plans were received for the building and contractors have been contacted to gather bids for the concrete work. Bids for erection, plumbing, geothermal heating/air, solar and electrical will be the next step in our process. It is our intention to have the building enclosed by winter and completed by April of 2019. A potential motion to approve the concrete bid may be needed at Board Meeting.

6.A.3.f. Lake Wanahoo NRD Recreation Area
Rationale:
I has been in contact with Jim Swensen with Nebraska Game and Parks Commission and Mr. Swensen has assured he will be available to assist us in creating a smooth transition of park management. A draft version of "Talking Points" and "Media Release" items is attached. This will serve as a road map to help both the Game and Parks and LPNNRD stay on the same page when answering questions regarding the change in park management.
Bret and I met with Sheriff Kevin Stukenholtz regarding the transition. He brought up a couple concerns he has (security, alcohol) and has assured us he and his department will work with us any way they can to help us maintain the quality park our patrons have come to expect. We will be meeting in the near future with the incoming County Attorney to discuss issues regarding enforcement and/or prosecution of our park rules and regulations. I met with Wahoo Fire and Rescue on August 15 to discuss the operation of our gate system at Lake Wanahoo and inform them of our park management plans. We will continue communications with the department as it relates to emergency services. I would like discussion in regards to our recommended park permit price structure in order for us to begin informing the public of this new requirement effective January 1, 2019.
Recommended Motion(s):
To set the price of Wanahoo NRD Park Permits as follows: Outside the District $25, Within the District $15 and Daily $5.00. Included with each NRD park permit they will have the option to buy a duplicate at half price. It was further recommended to maintain the current camping fees. Rationale:
The Corps of Engineers held an O & M inspection on the Clear Creek Levee on Tuesday, August 28. Four representatives of Clear Creek Dike & Drainage Board and four from the Corps of Engineers were present along with Heimann.
Heimann is organizing for a 1 mile segment of the Clear Creek Levee to be aerial sprayed by the helicopter that sprays Phragmites. The Corps recommends that woody vegetation be taken care of. This same segment was sprayed aerially in 2015. Clear Creek D & D is responsible for the O & M of this levee. |

At 3:00 pm during a breakout session, LPNNRD will present with various other NRDs on "connecting with the public in impressive new ways" with the use of promotional videos.
There will also be 2 very exciting awards presented. Don Kavan will receive the "NRD Director of the Year" award during the luncheon at 12:00 pm on Monday. Mark Seier and the Newman Grove High School Students with the Shell Creek Watershed Monitoring Program will receive the "Master Conservationist Youth Award" from the Omaha World Herald during the banquet on Monday evening. |

The RWD was notified of two leaks in Colon; the first was an abandoned (unmetered) service to the village's shed, Elliott, Doukulil and Benal repaired 8/24. The second leak is a fire hydrant on 2nd Pine, it appears that the valve seal is worn. RWD will evaluate the most feasible and economic repair.
RWD was notified that a portion of the Coufal service hookup (installed October '17) was placed outside the utility easement. RWD will address this situation by splicing in a new service line that falls completely within the easement. Testing and billing completed as normal. |

Rationale:
During a One Call marking for a natural gas pipeline install Elliott discovered that short portions of the Bruno RW line are only ~3' below ground. The depth of line was determined by using the utility line locator, it was also brought to Elliott's attention by pipeline contractor that the line looks to be rather shallow under the creek (west of landfill); they located line and uncovered it at ~3' below creek bed.
Elliott contacted Butler county road superintendent, Jim Rerucha, and will meet with him ASAP. Bills and testing completed as normal. |

Should staff go ahead and send a letter saying that at this time it is OK or not OK? Who should sign the letter?

6.C.3.e. SQS#2 - UNL Collaboration
Rationale:
In early April, Andersen and Oaklund did field recon of SQS #2 with UNL to see if the area would be conducive for a master’s research thesis. Following permission from various landowners staff has been installing data logger shelter over gravel pack tube at selected irrigation wells in cooperation with UNL. For her master’s thesis Jackie Polashek, a UNL student, is compiling water level data for comparison/integration with the existing AEM flight data. Her advisor at UNL, Jesse Korus, grew up in the Lindsay area. Staff has installed data logger at six sites. UNL will purchase ten Level Troll data loggers and cables to be used at additional sites in her research study area. Upon completion of her master’s the equipment will then become LPNNRD property. As the water level data sets are collected and evaluated, one or more could then be candidates for remote sensing.

Rationale:
As producers are beginning to use remote soil moisture sensors for irrigation scheduling, does the Board want to consider this an option for cost-sharing? At this time there is $10,000 dollars budgeted for cost-sharing. The District already cost-share on watermark sensors and this would be another option. The average cost for this equipment is about $1600 without installation. The District could set aside $4000 of the $10,000 for a 50/50 cost-share if this is something the District wants to promote. The last couple of years only couple of producers have asked for cost-share on the Watermark sensors.

Rationale:
Staff has collected water samples from the three recently drilled Dakota wells. Since these samples were collected from the screen length at the bottom of these wells (>800’) weighted hydrosleeves were put into each well and left overnight. Staff followed this recommended procedure at each of the wells. The three samples were collected the week of August 13-17. Samples were taken to Midwest Lab in Omaha. Results have not yet been received.

Rationale:
Adequate precipitation has allowed some producers to not have to run their well in 2018. That, coupled with hail events in Platte County, has reduced the number of samples collected this year. So far 33 of the 53 sites have had nitrate samples collected: 21 of 33 were less than 8 ppm (64%); 4 of 33 were between 8 and 10 ppm (12%); 8 of 33 were greater than 10 ppm (24%). Two producers called earlier this week and indicated that they may irrigate yet this week.

Week of August 20th, 2018 This week's beach Bacteria and Harmful Algal Bloom results are now posted on the NDEQ web page (http://deq.ne.gov). No lakes tested over 20 ppb this week!!!!!! Rockford needs to be below 20 ppb next week before being removed from the HEALTH ALERT list. Long time readers of the BeachWatch Listserv will recall that rainfall has a tendency to pick up bacteria on its path into the lake. As a result we always see more beaches with high E. coli after rain events. So considering a good number of us sampled in a tsunami Monday the list of beaches with elevated E. coli readings is long. Use your best judgment if you plan on visiting one of those beaches this week/weekend. You may have heard that Olive Creek Reservoir near Kramer suffered a very extensive fish kill last week. Our friends over Nebraska Game and Parks (NGPC) investigated and found the cause was due to what is often called a Summer Kill. Summer kills unfortunately are a fairly common occurrence in eutrophic lakes (lakes that have an excess of the nutrients, nitrogen and phosphorus) this time of a year. I could write out a large essay on why eutrophic lakes suffer from summer kills but I doubt I could improve on what NGPCs Daryl Bauer wrote for his Barbs and Backlashes Column. So I will refer you to that: http://magazine.outdoornebraska.gov/2018/08/summer-kill/ . CAUTION: SPOILER ALERT... an overgrowth of algae caused the fish kill. To be specific blue green algae (aka Harmful Algae Bloom) caused this fish kill. Olive Creek Reservoir doesn't have a swimming beach and you can't water ski there but this shows that HABs not only can affect human health but also the ecosystem health of the lake that they inhabit. ONE Lake will be on "Health Alert" this week. NDEQ in conjunction with numerous collaborators monitor public beaches and sample for microcystin, a toxin produced as a result of a Harmful Algal Bloom. A lake that exceeds 20 ppb of microcystin will be placed on "Health Alert". That lake will remain under "Health Alert" Status until such time that it has tested below 20 ppb for two continuous weeks. If a lake is under a Health Alert, signs will be posted recommending people avoid full body contact activities such as swimming, wading, skiing, jet skiing, etc. Lakes that tested high for E. coli bacteria this week are listed below. E. coli bacteria levels measured above 235 colonies/100 ml of sample are considered a higher risk for illness when swimming. Considering the more rapid changes in bacteria conditions, signs are not posted with these higher levels although we want people to be aware and use their own judgment on their use. On August 13, 2018, the Board approved Change Order No. 2 to the Kramer Shell Creek Bank Stabilization Project Site 3 (Vavricek) for $58,981. The Tom Sprunk Wetland/Stabilization Project is anticipated to be use around $40,000 - $50,000 of grant funding, but that project is not expected to be completed until next year. After those projects are complete, we will have an estimated $30,000 - $40,000 of Phase I grant funds remaining for new projects.

Rationale:
We have been working with SCWIG on submitting new grant applications to NDEQ and NET for more water quality projects in the Shell Creek Watershed. Chris Poole and and Mountford met with Elbert Traylor, NDEQ on August 15, to outline a draft Project Plan to apply for an additional $250,556 from NDEQ and another $104,688 from NET. The grant application deadlines are September 4, 2018. If both grants were approved, an additional $37,150 match from LPNNRD would be required. It is estimated that county contribution would be $102,000.
The Shell Creek Improvement Group was planning to meet on August 22nd and have been asked for their recommendation for proceeding with applying for more grant funds from NDEQ and NET. Projects Committee discussion and a recommendation is requested.

Rationale:
The East Central Land Judging Contest is hosted by Lower Platte North NRD every other year with Lower Platte South. The last 4 times the Lower Platte South has hosted the event they have paid the registration costs for students. In 2016, Lower Platte North also paid the registration fees for students. This has been around $600. Lower Platte North will host the 2018 contest on October 10th. Registration fees are $2,50 per student and typically there are 200 registered students.
