3. JOINT WATER MANAGEMENT ADVISORY BOARD (JWMAB)
Rationale:
Director Hanson organized a meeting on May 18 with Fremont and Dodge County to discuss the status of projects and gauge interest in continuing any of the projects.
Rawhide: City will have some internal conversations regarding their priority for this project moving forward. If they feel this is a priority they will reach out to Fremont area Directors. Platte Township: The City will likely submit a grant application for this project. The City requested a letter of support from both the County and NRD. Find a draft letter attached for consideration. Elkhorn Township/East Fremont: The City is working on pathways forward for the two detention cells in the south-east portion of Fremont and working with UPRR regarding the culvert that crosses their property along 1st Street. Staff do not foresee a financial request for this coming fiscal year.

Construction is anticipated to begin with tree removal on November 1st and ending in the spring of 2027 with planting the rain garden. Attached are bid specs and final plans.

5.B. Dam Site Planning Update
|
||||||||||||||||||||||||||||||||
|
5.B.1. Design - Olsson
Rationale:
Olsson has received required permits from DWEE for site 55. Site 84 will be submitted the end of May to the first week of June with site 77 to follow. Olsson expects an expeditious turnaround on both as we have been moving quickly on WCW sites and site 77 went through a Federal review.
Olsson incorporated letters from FWS and NE G&P to our Biological Assessment for the 404 permit. They will submit the permit application to ACOE the first week of June and they expect our permit to be issued in early to mid summer. The NRD plans to go to bid for the next sites (77, 84, 55) late this summer. We discussed with Olsson options for proceeding with potential funding constraints. The plan is to have wording in the Request for Bids that will allow the NRD to choose the best option, which would lead to the potential contract scenarios:

6. LOWER PLATTE RIVER CORRIDOR ALLIANCE
Rationale:
NDOT recently held several stakeholder and public meetings as they begin planning the Highway 92 four lane between Mead and Omaha. Feedback included requests to design with the ability to add trails in the future. This will be a discussion item over the next few years as planning progresses.
|

|
7. MORSE BLUFF FLOOD REDUCTION
Rationale:
Mainelli Wagner completed additional survey the week of May 18th. They are coordinating with DWEE to get the correct hydraulic model to start with as a base point. This is a more complex job because the no rise is controlled by an ice condition. Once they have all of the hec ras files required, they will begin hydraulic modeling.

Rationale:
As of 5/26/2026, we (NEMA, JEO) are missing 15 adoption resolutions from entities that have participated in the past. If you have any contacts with these entities, please remind them.
