4. CONSENT AGENDA - The following items are considered to be routine by the city council and will be enacted by one motion. 7.B.1. Ordinance No. 24-29 approving rezoning.

7.C. Public hearing - Receive public comment on a blight and substandard study from Meadowlark Development LLC and to determine whether a tract of land known as Redevelopment Area 13 (southwest of Lost Creek Parkway between 30th and 38th Streets) is blight and substandard and in need of redevelopment pursuant to the Nebraska Community Development Law. (Planning Commission recommends approval.)
