Rationale: 
This meeting is being filmed and recorded.  If you wish to address any items on the agenda - come to the podium - state your name and address and speak directly into the microphone the entire time you are addressing this body.  In accordance with State Statute, one copy of all material to be discussed is available to the public for examination.

Rationale:

City Administrator recommends the items on the consent agenda be approved as presented.
4.A. Minutes of September 21, 2015, City Council meeting.
4.B. Quote from TurfWerks in the amount of $15,475 for seeder and hydraulic power unit for Van Berg Golf Course.

Application to the Nebraska Department of Economic Development for Community Development Block Grant in the amount of $407,479 for Comprehensive Revitalization Phase III activities ($348,732 for purchase/rehab/resale of ten single family units, $23,747 for housing management, $15,000 for lead base paint activities, and $20,000 for general administration).
Rationale: 
City Administrator recommends public hearing be closed.
7.A.1. Resolution No. R15-123 approving application to Nebraska Department of Economic Development.
Rationale: 
City Administrator recommends resolution be adopted.

City Administrator reminds elected officials that no discussion can be held in compliance with the Open Meetings Act.
14. RESOLUTIONS
14.A. Resolution No. R15-124 awarding contract to Gehring Construction and Ready Mix in the amount of $695,753.55 for Concrete Paving Improvements 2015 - Phase 2.
Rationale: 
City Administrator recommends resolution be adopted.
15. ORDINANCES ON FIRST READING
15.A. Ordinance No. 15-23 amending Section 130.112 of Chapter 130 of Title XIII of Ordinance No. 05-47 (Columbus City Code) to change the penalty provisions for possession of marijuana.
Rationale: 
City Administrator recommends comments from public be heard October 19th and ordinance be presented for third reading on November 2, 2015.
16. ORDINANCES ON SECOND READING
16.A. Ordinance No. 15-21 amending Section 70.015 of Chapter 70 of Title VII of Ordinance No. 05-47 (Columbus City Code) to allow the crossing of state highways at specified locations by utility type vehicles.
Rationale: 
City Administrator recommends comments from public be heard and ordinance be presented for third reading on October 19, 2015.
