Rationale:

Rationale:

Application of SERC, LLC to rezone a tract of land located at 354 South 7 Avenue from "R-1" (Single-Family Residential District) to "R-2" (Urban-Family Residential District) and amend the Future Land Use Map of the Comprehensive Plan to reflect the same change in zoning. (Planning Commission recommends approval.)

13.B. Application of Patricia Mueller dba Traditions Inn, for special designated license to serve wine and distilled spirits at Kelly Jewelry, 3100 23 Street, 4 p.m. to 10 p.m., November 5, 2015.

City Administrator recommends special designated license be approved.
13.C. Quote from Layne Christensen Company in the amount of $22,183.85 for repairs to water production well.

16.A. Ordinance No. 15-23 amending Section 130.112 of Chapter 130 of Title XIII of Ordinance No. 05-47 (Columbus City Code) to change the penalty provisions for possession of marijuana.

City Administrator recommends comments from public be heard and ordinance be presented for third reading on November 2, 2015.
17. ORDINANCES ON THIRD READING
17.A. Ordinance No. 15-21 amending Section 70.015 of Chapter 70 of Title VII of Ordinance No. 05-47 (Columbus City Code) to allow the crossing of state highways at specified locations by utility type vehicles.

City Administrator recommends ordinance be passed.
