1. NOTICE OF THE REGULAR CITY COUNCIL MEETING ON MONDAY, May 4, 2020 AT 7:00P.M., WHICH MEETING WILL BE OPEN TO THE PUBLIC AND ALSO VIA TELEPHONE CONFERENCE CALL.

2. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement"

3. Submittal of Request for Future Agenda Items

4. Reserve time to Speak on an Agenda Item

5. Discuss the 2019 paving project change in adding a storm sewer curb inlet in the library parking lot to help take the storm water to the storm sewer system instead of flowing east to the residence.  All the items needed for the work are existing pay items, so Olsson will not need a change order, but can overrun the quantities and catch them on the final change order to rectify quantities - possible action (see attached regarding details).

6. Discuss - Approve / Deny Diamond Engineering Co. Pay Request #3 regarding the 2019 St. Paul Paving Improvement project in the amount of $128,966.58.  This pay request consists of pavement removals, new water and sewer construction on Howard Avenue; concrete on Kendall West; and the remaining concrete on Kendall East (Archer Credit Union).

7. Discuss - Approve / Deny deeding the City of St. Paul Lot One (1) and Part of Lot Two (2), Block 64, Original Town to the American Legion Post #119 (Charles Schmid).

• Per NE State Statute, a city of a second class who wants to convey any real property owned by it, shall be exercised by resolution directing the sale of real property.  Real property that has a total fair market value less than $5,000, see NE Statute 17-503.01; real property that has a total fair market value greater than $5,000, see NE Statute 17-503.  

a.  Discuss - Approve completing a survey regarding property pin placement.
b.  Discuss - Approve who will absorb the cost of the survey and deed.

 

8. Discuss - Approve / Deny the American Legion Post #119 requesting to utilize Keno funds regarding the construction of extending a storm sewer pipe in Block 64, Original Town. 

9. Discuss - Approve / Deny by the request of the American Legion Post #119 vacating alley in Block 64, Original Town between "L" Street and "M" Street; the alley will remain as an easement (Charles Schmid).   An ordinance will be considered / approved at the May 18, 2020 Council meeting.

10. Discuss - Approve / Deny the minutes of April 6, 2020, April 20, 2020 (special) and April 20, 2020 (regular); disbursements of May 4, 2020; and the zoning permits of April 27, 2020.

11. Discuss - Approve / Deny the "Pole Occupancy" agreement between Spectrum Mid-American, LLC. and the City of St. Paul; the annual pole rental rate is $3.50 a pole.  City Attorney White approved.

12. Discuss - Approve / Deny the opening of the St. Paul Swimming Pool (see email on LARM Loss Control Manager recommendations of NOT opening public swimming pools this summer).

13. Discuss - Approve / Deny City of St. Paul management wages (non-union) concerning:  Chief of Police Paczosa, Utility Superintendent Helzer and City Clerk / Deputy Treasurer Beck.

17. Mayor Bergman updates:
a.  City received DHHS Stimulus funds (COVID-19) in the amount of $1,976.32 regarding the St. Paul Rescue Squad billing out for Medicare runs.  All COVID-19 expenditure receipts are to be kept 3 - 5 years for auditing purposes to account for the amount received.

b. City of St. Paul Job Descriptions has been updated for "2020".

c. City Clerk Beck acknowledges that all signatures were obtained from the City employees in receiving a 2020-2022 IBEW 1597 Union Contract.
