1. NOTICE OF THE REGULAR CITY COUNCIL MEETING ON MONDAY, May 18, 2020 AT 7:00 P.M., WHICH MEETING WILL BE OPEN TO THE PUBLIC AND ALSO VIA TELEPHONE CONFERENCE CALL.

2. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement"

5. Discuss - Approve / Deny allowing Youth Baseball and Softball sports during the 2020 season; practices beginning Monday, June 1, with game play beginning Thursday, June 18, 2020. This is subject to restrictions pursuant to the guidelines by Governor Rickett's. The Governor clarified that these guidelines do not authorize any adult baseball and softball practices or games.
a. Approve / Deny the "Youth Sports Reopening Guidelines"; the participation in the sports need to meet health and safety measures. Violation of the rules may mean a team is prohibited from practicing or playing games for the entire summer of 2020 (see attached "Guidelines").

6. Discuss - Approve / Deny opening the St. Paul Municipal pool concerning the 2020 season; this is due to the Directed Health Measurer (DHM) from Governor Rickett's.

7. Discuss - Approve / Deny Resolution 2020-6; whereas the City is waiving regulations of Ordinance 953, Section 9.5.04 to allow residents access to private swimming pools while adhering to public health directives. The waiving of regulations will be on a temporary basis; this will go through the Labor Day holiday year 2020.

8. Discuss - Introduce Ordinance #1008; vacating the alley in Block 64, Original Town; St. Paul, Howard County, NE; to reserve an easement on the property; and to provide for an effective date.

9. Discuss - Approve / Deny the American Legion Post #119 requesting to utilize Keno funds regarding the construction of extending a storm sewer pipe in Block 64, Original Town.

10. Discuss - Approve / Deny the American Legion Post #119 utilizing dirt from the berm on Lot One (1) and Part of Lot Two (2), Block 64, Original Town for the improvements to a new American Legion building.

13. Discuss / Review the City of St. Paul Electrical Rate; Howard Greeley Rural Public Power District (HGRPPD) will be passing on a wheeling and transmission rate increase to the City beginning the billing month of June 2020. The increase in the wheeling rate will be .19 cents and the increase in the transmission rate will be .09 cents. This will be a standard practice for HGRPPD annually to stay on top of the generation and transmission cost.

14. Discuss - Approve / Deny the American Legal Publishing "Internet Cost Agreement for Code of Ordinances"; the agreement is to update and link the City Municipal Code to the City's new website created by FOLK, LLC.
