9. Discuss - Approve / Deny the 2016-2017 Sinking Fund transfers to the City of St. Paul Savings Accounts: Lights $6,000, Water $7,500, Sewer $57,500, General $5,000, Street $10,000, Fire $8,000, Police $5,000, Cemetery $2,000, Ambulance $9,000, Park $5,000 and Senior Center $4,000

10. Discuss - Approve / Deny Transfers for Fiscal Year End 2016-2017: Streets to General: Loader $12,000, Utility Superintendent Wage $15,533; Lights to General: Operating $20,300, Utility Super. Wage $15,500; Water to General: Utility Super. Wage $15,533; Sewer to General: Utility Super. Wage $15,533; Lights to Police $140,000, Pool $33,000, Parks $66,800; Streets to VP Bond $8,955; and TIF to VP Bonds $5,466

11. Mayor Howard opens public comment period for the proposed 2017-2018 Budget. a. Mayor Howard closes the public comment period b. Approve / Deny the proposed 2017-2018 Budget, along with the additional 1% increase the total allowable restricted fund authority

12. Discuss - Approve / Deny Resolution 2017-11 provides that the 2017-2018 property tax request be set at $620,905.58 for the General Fund and $295,930 for the Bond Fund. A copy of this resolution is to be certified and forwarded to the Howard County Clerk prior to October 13, 2017

13. Discuss - Introduce Appropriation Ordinance #984 for operations of the General & Utility funds necessary to defray expenses and liabilities from October 1, 2017 to September 30, 2018 **Introduce ordinance with No second **Waive three (3) readings of ordinance at three (3) different occasions, with a second and roll call **Final Passage with second and roll call

14. Discuss - Approve / Deny Introducing Ordinance 986 authorizing the issuance of General Obligation Various Purpose Bonds, Series 2017B in the principal amount not to exceed $605,000 for purposes of paying the cost of Street Improvement District 2014-1 (Howard Avenue), Street Improvement District 2016-3 ("N" Street) and Storm Sewer District 2016-1 (3rd Street); prescribing the form of said bonds; providing for a sinking fund and for the levy and collection of taxes to pay said bonds; providing for the sale of the bonds; authorizing the delivery of the bonds to the purchaser; providing for the disposition of the bond proceeds and ordering the ordinance published in pamphlet form

Discuss - Introduce Ordinance 985 amending Articles 101 through 121 to Chapter 6 of the Municipal Code of the City of St. Paul, NE; to update domestic animal regulations; repealing all ordinances or parts thereof in conflict with this ordinance; and providing for the time this ordinance shall be in full force and take effect **Introduce, with No second **Waive three (3) readings at three (3) different occasions, with second & roll call **Final Passage, with second & roll call
