Discuss - Approve / Deny a Special Designated Liquor (SDL) for an "After Prom Entertainment" Hypnotist fundraiser at the St. Paul Civic Center on Friday, November 17, 2017 from 7:00 p.m. to 11:30 p.m. Identification will be check, along with wristbands being utilized for underage drinking. A caterer agreement will be signed by Ken Swinarski for general liability insurance purposes.

7. Discuss the utilization of City Property described as parts of Lot Six (6) and Seven (7) and part of Lot Eight (8), Block 46, Original Town (4th & "O" Street) concerning tax purposes (possible action). This property has 50 feet of railroad right-of-way and is currently being utilized for a storm water drainage ditch.

8. Discuss - Approve / Deny two (2) Property Improvement applications:
(1) Loup River Distilling (503 Howard Avenue) for two (2) new business signs in the amount of $2,680 and (2) John Jarzynka (1008 7th Street) demolition of home in the amount of $1,900. The sales tax fund will absorb the cost.

10. Discuss the Nebraska Department of Environmental Quality grant funding available for recycling equipment and operational expenses for recycling programs. The deadline for the two (2) grants: (1) February 1, 2018 is the Waste Reduction and Recycling Incentive Grant Program and (2) Early September, 2018 is the Litter Reduction and Recycling Grant Program (possible action)
