June 15, 2020 at 7:00 PM - City of St. Paul Regular Meeting

1. NOTICE OF THE REGULAR CITY COUNCIL MEETING ON MONDAY, June 15, 2020 AT 7:00 P.M., WHICH MEETING WILL BE OPEN TO THE PUBLIC AND ALSO VIA TELEPHONE CONFERENCE CALL.

The City of St. Paul encourages those who want to participate in the City Council  meeting due to the COVID-19 can utilize the Telephone Number and Access Code below to attend it by conference call.

2. Mayor Bergman calls meeting to order, with (1) voice Roll Call; (2) Pledge of Allegiance; and (3) the "Open Meeting Statement".

• Open Meetings Act:  A current copy of the Open Meetings Act poster is posted on the west wall in the City Council Chambers and also available on the web "Nebraska State Statutes §84-1407 through §84-1413".
• Mayor Bergman also stated that the City Council may vote to go into Closed Session on any agenda item as allowed by State Law.  If the City Council votes to hold a closed session pursuant to the Open Meetings Act, the members of the public may not comment or listen during that time.

5. Discuss - Approve / Deny the City of St. Paul insect fogging the "Lake of the Woods" as requested by Richard Kosmicki.  Cost details will be provided by Utility Superintendent Helzer at meeting.
 

6. Discuss - Approve / Deny the City of St. Paul Water Park opening rules and regulations to comply with COVID-19 guidelines.  The rules and regulations were emailed to City Attorney White, Loup Basin Health Dept. (LBHD), the League Association of Risk Management (LARM) and Kristy Smith, St. Paul Water Park Manager.

Discuss - Approve / Deny the St. Paul Royal Coachmen Car Club be permitted to have a "Show & Shine" car show during Grover Cleveland Alexander (GCA) Days on Saturday, July 11, 2020 from 7:00 a.m. to 5:30 p.m.  The event will be simplified this year due to the Covid-19 restrictions and guidelines.  Cars will be spaced 10-12 feet apart.  Christensen Insurance will provide GCA Day general liability insurance coverage for the event; Covid-19 waivers will be signed by the participants entering the show.  Covid-19 Advisory signs will be posted in the City Park.

Discuss - Approve / Deny Jared Rice being permitted to have a Grover Cleveland Alexander (GCA) Day softball tournament at the St. Paul Ball Park on Saturday, July 11, 2020 from 9:00 a.m. to 6:00 p.m.  All tournament players will sign Covid-19 waivers prior to game play.  Spectators will not be allowed in bleachers.  Christensen Insurance will provide GCA Day general liability insurance coverage for the event.

9. On Monday, April 6, 2020 the City Council members approved waiving the LB 840 loan payment; the ten (10) day late assessment fee of $20; and the twenty (20) day late payment default provision beginning the month of May, 2020, this was due to the Covid-19 emergency declaration.    
Discuss - Approve / Deny canceling the City (Sales Tax) LB 840 Loan Deferment payment program, the ten (10) day late assessment fee of $20; and the twenty (20) day late payment default provision. 

10. On Monday, April 6, 2020 the City Council members approved waiving the utility bill late and disconnect fee beginning the month of May 2020, due to the Covid-19 emergency declaration.
***Discuss - Approve / Deny canceling the utility bill late and disconnect fee.
Utility meters will be read on July 1, 2020; the utility bill will be emailed or sent by mail before July 10, 2020; and the City will place penalty on the delinquent utility bills on July 21, 2020. 

11. Discuss - Approve / Deny the May 2020 Treasurer's Report.

12. Discuss - Approve / Deny the zoning permits of Monday, June 8, 2020.

13. Discuss - Approve /Deny three (3) property improvement applications to repair or replace awnings in the St. Paul downtown area:
(1)  County Cage (Kersten Kucera) at 614 Howard Avenue to repair and replace awnings in the front and back of the establishment costing $4,000;
(2)  Wroblewski Buildings (Barbara & Loren Wroblewski) at 613/615 Howard Avenue to repair and replace awnings in the front of the establishment costing $1,500; and
(3)  Brick Street Mall (Janet & Marion Douglass) at 611 Howard Avenue to repair and replace awnings in the front of the establishment costing $3,000.

14. Discuss - Approve / Deny City Clerk Beck attending the virtual 2020 Municipal Accounting & Finance Conference in June, July and August 2020 (see attached agenda).

15. Discuss - Approve / Deny the City Office billing residential or commercial property owner(s) when the Street Department performs mowing for the up-keep of properties.

• On May 18, 2020 the City Council tabled this item until all individuals were identified on the Street Dept. mowing list.

16. Per Governor Rickett's Executive Order: Starting Wednesday, July 1, 2020, City Council members cannot hold meetings electronically by video or telephone conference call.  However, social distancing requirements will still be necessary including compliance with the Directed Health Measures (DHM) and guidance.
