9. Discuss - Approve / Deny the completion of a Redevelopment Area Study that could determine whether the proposed areas are considered blighted and substandard. A City of the Second Class can designate up to 50% of the town area as blight & substandard, therefore Tax Increment Financing (TIF) can be utilized.

10. Discuss - Approve / Deny the Civic Center Advisory Committee recommendations from the meeting on April 11, 2018
