5. Discuss fences on downtown City right-of-way (ROW) area. Per NE Liquor Control Commission regulation 12.07: Outdoor area shall mean an outdoor area included in licensed premises, which is used for the service and consumption of alcoholic liquors and which is contained by a permanent fence, wall or other barrier approved by the Commission and shall be in compliance with all building and fire, or other applicable local ordinances (possible action).

6. Discuss - Approve / Deny Fritz & Barbara Lee's (Bel Enterprise LLC) Infill Lot Housing Program application at the location of 4th Street between Davis and Elm Streets. The eligible activities will include demolition, site preparedness, public utilities and paving, with a maximum amount of $40,043 that can be allocated for the project.

9. Discuss - Approve / Deny Heather Valasek, Palmer, NE as an Emergency Medical Technician (EMT) for the St. Paul Rescue Squad. Mrs. Valasek is employed at the Howard County Medical Center.

10. Discuss - Approve / Deny calling G.O. Water Refunding Bonds, Series 2013 in the original amount of $600,000 (every five (5) years the City can call a bond to refinance or pay off)

11. Discuss - Approve / Deny League Association of Risk Management (LARM) 2018-2019 Renewal Resolution No. 2018-14. This would provide a written notice of termination at least 180 day and three (3) year commitment, with a five percent (5%) discount or at least 180 day and two (2) year commitment, with a four percent (4%) discount.

(2) Discuss / Introduce Ordinance 993; requiring all garbage collected within the City of St. Paul, NE be deposited into the Loup Central Landfill; to charge an occupation tax for garbage collected within the City of St. Paul NE, which is not deposited into the Loup Central Landfill; to amend the application for garbage hauling permit issued by the City of St. Paul, NE; to repeal any conflicting ordinance or portion thereof; and to provide for an effective date
