In the fiscal year 2017-2018, the Chamber of Commerce requested $11,000 to be disbursed from the General fund $6,000 & Sales Tax $5,000.

15. Discuss - Approve / Deny Resolution 2018-18, whereas the City of St. Paul has submitted an application for a $300,000 Rural Economic Development Grant, which will establish a revolving loan fund for the purpose of sustaining rural economic development and job creation projects. Whereas the City is committing $60,000 from its economic development funds to meet the matching dollar requirements for creating a revolving loan fund. These funds will remain in the newly created revolving loan fund. The Howard County Medical Center is the recipient for the initial 0% interest loan for ten (10) years regarding a clinic expansion. City Clerk Beck has already opened a new account for the REDLG program.

17. Discuss - Approve / Deny the United States Dept. of Agriculture "Assurance Agreement". This assures that the City of St. Paul will comply with and will continue to comply with Title VI of the Civil Rights Act of 1964, 7 CFR Part 15, and Rural Housing Service, Rural Business-Cooperative Service, Rural Utilities Service, or the Farm Service Agency.

18. Discuss - Approve / Deny the Rural Economic Development Loan Grant (REDLG) "Letter of Conditions". The City of St. Paul (grantee) acquired a grant in the amount of $300,000 for an initial loan to the Howard County Medical Center (Ultimate Recipient) and to establish a revolving loan fund in accordance with the Grantee's Revolving Loan Fund Plan dated 9/18/2017, as approved by Rural Development (Plan).

19. Discuss - Approve / Deny the Rural Economic Development Loan Agreement between the City of St. Paul and the Howard County Medical Center. The Agreement sets the terms and understandings between the Borrower and the Lender regarding the loan. The Lender shall lend the Howard County Medical Center $360,000 to promote rural economic development.

20. Discuss - Approve / Deny Promissory Note between the City of St. Paul and the Howard County Medical Center. This is whereas the Howard County Medical Center promises to pay the City of St. Paul $360,000 without interest, in monthly installments of $5,000 on the first day beginning October, 2018.

21. Discuss - Approve / Deny the City of St. Paul taking possession of the old TO Haas Quonset building from the St. Paul Development Corp. (SPDC). The agreed moving cost from Williams Midwest Housemovers, Inc. is $6,000 for a building of 41 ft. x 100 ft. Electrical Commissioner Thompson stated that the paint cost is approximately $4,800. Electrical Commissioner Ed Thompson will contact the NE Dept. of Transportation concerning the moving route.
