6. Discuss - Approve / Deny Olsson's Letter Agreement Amendment #1, amending the Letter Agreement for Professional Services dated November 5, 2018 between the City of St. Paul and Olsson, Inc. The project is located at Kendall Street from US Highway 281 to half (1/2) block east and north half (1/2) block of alley between Kendall Street and Jay Street. The project description is concrete paving and drainage improvements. The anticipated start date is January 22, 2019, with an anticipated design completion date of February 18, 2019. The City shall pay Olsson the following fee on a time and expense basis not to exceed $21,000 in addition to the fee(s) set forth in the Agreement.

7. Michele Woitalewicz, Howard County Emergency Manager do a presentation on "Code Red Alerts" (possible action)

8. Discuss - Approve / Deny the City's Water Well-field Pasture lease bid; the bid will be for three (3) pasture seasons beginning on May 15, 2019 and continuing until October 14, 2021. The successful bidder shall pasture no more than 28 cow/calf pairs or 45 head of cattle on the property at any time.

9. Discuss - Approve / Deny the verbiage of the City of St. Paul Lagoon Farm Lease for either a three (3) or five (5) year lease, along with advertising three (3) consecutive times in the Phonograph Herald in seeking bids for the lease. The property is more described as the Southeast Quarter of the Northeast Quarter (SE1/4 NE1/4) and Lot Numbered Three (3), all in Section Three (3), in Township Fourteen (14) North, Range Ten (10) West of the 6th P.M., St. Paul, Howard County, Nebraska. This is a 23 acre tract of crop ground and 17 acres of grassland.

10. Discuss - Approve / Deny a library secured entry door in the amount of $4,566. The cost of the door will be disbursed from the library sinking fund.

11. Discuss - Approve / Deny the request of the St. Paul Public School in placing "No Parking School Days 7:45 to 8:15 AM and 3:30 to 4:00 PM" on the south side of the After School Program building at 1208 Indian Street. The purpose is for school bus loading and unloading.
