4. Introduce Ordinance No. 1019; creating Street Improvement Project's 2020-1 (Bid Section C - "M" Street), 2020-2 (Bid Section D - Paul Street) and 2020-3 (Bid Section E - Kendall Street East); defining the boundaries and limits thereof; providing for Paving, Grading, Curbing, Guttering, and other necessary and incidental work; providing for assessment of the costs of such improvements against the property specially benefited thereby and the levy of general taxes; providing for the publication of this ordinance in pamphlet form.
***Introduce reading and move that the three (3) readings of Ordinance be waived, with a second and roll call AND ***Final Passage, with second and roll call ORDINANCE will be published in pamphlet form

5. ***City Clerk Connie Jo Beck will be mailing the Special Assessment patrons the Street Improvement documentation: (1) February 16, 2021 Council Agenda; (2) Ordinance No. 1019; and (3) Resolution 2021-1 / Exhibit A, so that the patrons are aware of the City's intent to levy a special assessment against the properties on Howard Avenue, "M" Street, Paul Street and East Kendall Street.
Discuss - Approve / Deny Resolution 2021-1; City of St. Paul declaring its intent to levy Special Assessments against property in Street Improvement District 2014-4 (Howard Avenue) and in Street Improvement Projects 2020-1 ("M" Street), 2020-2 (Paul Street) and 2020-3 (Kendall Street East) of the City and giving "Notice" of a public hearing with regards to the same. Publish in Phonograph Herald: (1) Resolution 2021-1 (one (1) time - February 24, 2021) and Exhibit A: Notice of Levy of Special Assessments and Notice of Meeting (five (5) consecutive times beginning on February 24, 2021 March 3, 2021, March 10, 2021, March 17, 2021 and March 24, 2021). The assessment hearing will be on Monday, April 5, 2021 at 7:00 p.m.

6. Discuss - Approve / Deny new members to the LB840 Citizens Advisory Review Committee (CARC): Tyler Eberle, Jason McIntyre, Joe Mlinar and Julie Gawrych; they will be joining Sally Einsphar and Larry Hurlburt. Mayor Bergman voiced his appreciation to Kevin Sestak, Rich Psota and Janet Edwards for their dedicated service to the CARC committee, along with thanking Sally Einsphar and Larry Hurlburt in continuing to be members.

7. Discuss - Approve / Deny two (2) Property Improvement applications: (1) Jake's Bar (706 7th Street) regarding the removal and replacement of doors and windows in the amount of $2,935; and (2) St. Paul Coop Grain (612 "L" Street) regarding the removal and installation of office windows in the amount of $1,675; Walch Construction will be the Contractor on both projects, with the sales tax fund absorbing the cost.

10. Banyon Data has informed the City of St. Paul that they will be discontinuing the "eBilling" module within the Utility Billing and will no longer be supported, effective March 31, 2021. However, Banyon Data has found an alternative 3rd party company called DocuSend. Since the City has paid the Banyon "eBills" module, there is no additional fee paid to Banyon to utilize the DocuSend "eBill" option. See the two (2) options available on the 2 page attachment; the City emails 206 utility bills.
Discuss - Approve / Deny Banyon Data DocuSend 3rd party Option 1 or Option 2.
