1. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Vincent Christensen (Christensen Insurance) will give a presentation on an EMC National Life Insurance plan for EMT's, Firefighter's, and as well as Board Members and Permanent Municipal Employees. Cedar Valley Insurance Agency, Inc. has partnered with EMC National Life to offer a Group Term Life Insurance program specifically designed for NE Volunteer Fire Departments/Rescue Squads that also covers Accidental Death and Dismemberment Benefits (possible action).

5. Discuss - Approve / Deny the potential new owners of Bootleggers Inc. LB840 funding in the amount of $100,000; a recommendation from the St. Paul Development Corp. (SPDC) will be presented along with the reasoning.

6. Discuss - Approve / Deny Mayor Joel Bergman's appointment of Cindi Mendyk to the Housing Authority Board effective September 1, 2021; this is due to the current Board member LaDonna Wolinski moving from the facility at the end of August 2021, which she will be no longer eligible to be a Board member.

7. Discuss - Approve / Deny the structural changes to the St. Paul Civic Center by placing dimmer switches in the "Roemich" room. The St. Paul Economic Development will absorb the cost of the project in the amount of $3,492.

8. Dana Cole & Co. (Gary Hinrichs) gave approval to City Clerk Beck on Wednesday, August 11, 2021 regarding the St. Paul Development Corp. (SPDC) managing the operations of the St. Paul Civic Center. Mr. Hinrichs stated that if the City of St. Paul is NOT funding the Civic Center in any way, then there is no problem.
Discuss - Approve / Deny the St. Paul Development Corp. (SPDC) managing the day to day operations of the St. Paul Civic Center. The St. Paul Development Corp. (SPDC) will open a new account WITHOUT the signatures of the Mayor or the City Clerk to handle the finances and bank account.

10. Discuss - Approve / Deny the American Legion Carl Mogensen #119 (1222 2nd Street) Special Designated Liquor (SDL) application on Saturday, September 11, 2021 regarding a fundraising event from 11:00 a.m. to 10:00 p.m. Identification will be checked, along with wristbands being utilized for underage drinking. Chief of Police Howard approved the application.

11. MUNICIPAL EQUALIZATION FUNDING: Please see the information from Mikayla Findlay, NE Dept. of Revenue; thought it should be revisited.
Discuss - Approve / Deny utilizing a portion of the tax levy of $51,690, due to the City of St. Paul possibly not receiving the full Municipal Equalization funding.

12. Discuss - Approve / Deny the St. Paul Police Department purchasing a Light Bar, Emergency Lights, Siren and a Controller for the 2016 Ford Explorer Interceptor; the invoice will be paid in the City's Fiscal Year 2021-2022.
