September 20, 2021 at 7:00 PM - 2nd Council Regular Meeting

1. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

Discuss - Approve / Deny "Advertisement for Bids" regarding the construction of a City of St. Paul Wastewater Treatment Facility Project # 020-2586.  "Advertisement for Bids" will be published in the Phonograph Herald on the following dates: September 22, 2021; September 29, 2021; October 6, 2021; October 13, 2021; October 20, 2021, and October 27, 2021. 

5. Discuss - Approve / Deny updating the Water / Wastewater "Supervisory Control and Data Acquisition" (SCADA) system from HOA Solutions, Inc., Lincoln, NE.  SCADA is the standard term for the Digital Network and Computer System that gathers and analyzes real-time data.

6. Discuss - Approve / Deny Howard County Medical Center (HCMC) hosting a 5K run / 1-mile walk on Saturday, October 16, 2021, along with the approval to paint arrows along the race route.  Volunteers will monitor traffic during the event.  Proceeds will go towards a new Wellness Center.  A Certificate of Insurance has been provided to the City by the Howard County Medical Center.

7. Discuss - Approve / Deny the Crisis Center, Inc. funding request of $2,000 for fiscal year 2021-2022; the City has been funding the Crisis Center $1,200 annually since 2004.

8. Discuss - Approve / Deny Consent Agenda Items:
(1) Treasurer's Report for August 2021; (2) September 7, 2021 Council minutes (regular); (3) September 20, 2021 disbursements; and (4) well permit for Steve Shannon at 1115 Elm Street. 

9. Discuss - Approve / Deny Non-Union wages - Please see attachments:
a. St. Paul Police Department - Chief of Police and Police Officers;
b. City Clerk Beck and Utility Superintendent Helzer
c. Jan Derner - Janitorial; has not received increase since 1-1-2020 (went from 10 hours down to 7.5 hours; very efficient)

11. Discuss - Approve / Deny purchase of a 2014 RAM 1500 patrol truck in the amount of $16,000 from the Greeley County Sheriff's Department; funds will be expended from the Police Department Money Market from the selling of the Police 2010 Tahoe (Chief of Police Dan Howard).
