October 4, 2021 at 7:00 PM - 1st Council Regular Meeting

1. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Discuss - Approve / Deny proclamation of support to have Grover Cleveland Alexander placed in the Nebraska Hall of Fame.

5. Discuss - Approve / Deny Consent Agenda Items:
(1) September 20, 2021 Council minutes (regular); (2) October 4, 2021 disbursements; and (3) October 4, 2021 zoning permits.

6. Discuss - Approve / Deny two (2) Property Improvement applications:
(1) St. Paul Senior Center purchase and installation of an LED Marquee Sign in the amount of $1,270; the application was denied, due to the project being started and completed prior to the approval from the St. Paul Development Corp. (SPDC) and City Council.
(2) Brehm's Pharmacy replacing windows on the building in the amount of $1,750; there was damage during the GCA Day event.  

7. Discuss - Approve / Deny St. Paul Development Corp. (SPDC) and St. Paul Public School requesting to close Howard Avenue between 6th Street and 7th Street on Sunday, October 31, 2021 from 4:30 p.m. to 7:00 p.m. regarding a Halloween Boo Bash; barricades will be needed by the City. 

8. Discuss - Approve / Deny a three percent (3%) hourly wage increase for the City Police Secretary and the St. Paul Public Library employees effective October 1, 2021 (see Library September 8, 2021 minutes).

9. Discuss - Approve / Deny amending the "Domestic Animal" Municipal Code regarding the number of pets a residential property can possess.
a. Approve / Deny amending any other issues with the "Domestic Animal" Municipal Code.
 

10. Discuss - Approve / Deny amending the Municipal Code regarding fowl in City limits.

11. Discuss - Approve / Deny adding the City of St. Paul Elected Officials to the City's Madison Life Insurance policy in the amount of $30,000. Cost per employee is $10.74 monthly.

12. Discuss - Approve / Deny City of St. Paul having a "Fall Clean-up Day", along with utilizing City equipment; approve date(s) and time(s).
a.  Approve / Deny utilizing Keno funds to absorb the cost of the project.

13. Discuss - Approve / Deny the utilization of the American Rescue Plan (ARP) funds and administrative cost.

14. St. Paul Civic Center Management - Please see attachment with important information!
Discuss - Approve / Deny the management of the St. Paul Civic Center by the St. Paul Development Corp. (SPDC).
a.  Discuss - Approve / Deny the transferring of St Paul Civic Center bank account funds to SPDC for operations; Gary Hinrichs with Dana F. Cole stated that the money currently in the City's Civic Center band accounts are City funds and do not transfer to the St. Paul  Development Corp. (SPDC) unless there is City Council approval.

(2) On Wednesday, September 22, 2021, City Clerk/Deputy Treasurer Connie Jo Beck was elected to the League Association of Risk Management (LARM) Board for a three (3) year term.
