October 18, 2021 at 7:00 PM - 2nd Council Regular Meeting

1. 6:00 P.M. - Special meeting on Monday, October 18, 2021 at 6:00 P.M. prior to the regular Council meeting to discuss potential amendments to the Municipal Code pertaining to "Domestic Animals and Fowl" (Possible Action).

2. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

5. Discuss - Approve / Deny the Junior Class After Prom "Fall Festival Fundraiser" in the City Park on Saturday, October 23, 2021 from 11:00 a.m. to 2:00 p.m.; this will be a free will donation event.  There will be kid games, pumpkin decorating, face painting, Big Kat's Meat-N-Stuff food truck and Kettle Corn food truck, along with Boutique 29 Eleven clothing trailer.  Also requesting barricades at 4th Street and Indian; 6th Street and Indian; and 5th Street and Howard Avenue and that the City restrooms will be available.

6. Discuss - Approve / Deny the St. Paul Chamber of Commerce disbursement procedure. 

7. Discuss - Approve / Deny Mike Feeken to the St. Paul Housing Authority Board of Commissioners for another four (4) year term.  The new term would be effective as of November 2021 and continue through November 2025.  Mr. Feeken has agreed to accept the appointed position.

8. Discuss - Approve / Deny Consent Agenda Items:
(1) Treasurer's Report for September 2021; (2) October 4, 2021 Council minutes (regular); (3) October 11, 2021 zoning permits; and (4) October 18, 2021 disbursements.

Discuss - Approve / Deny transferring $150,000 from the City Utility Billing (ACH) Heritage Bank Checking account and placing it in the City Homestead Bank Checking account.  The City Homestead Bank Checking carries an approximate balance of $370,000; disbursements and bond payments need to be paid in the coming months.  

10. Discuss - Approve / Deny amending the "Domestic Animal" Municipal Code regarding the number of pets a residential property can possess, along with any other issues with the Municipal Code.
a.  Discuss - Approve / Deny amending the Municipal Code regarding fowl in City limits.

11. Discuss - Approve / Deny St. Paul Police Department "Holiday Pay".

15. Mayor Bergman updates:

(3) City Office Staff is preparing for the 2020-2021 Fiscal Year audit;
