4. Dirk Dietz, Howard Greeley Rural Public Power General Manager will give a brief overview regarding a joint solar project, along with reporting on the cost savings of the project. The project will possibly be located on the northwest portion of the City sewer lagoon property; Howard Greeley Rural Public Power District is requesting approximately ten (10) acres.
Discuss - Approve / Deny Howard Greeley Rural Public Power District leasing approximately ten (10) acres of City lagoon land and approve / deny any other topics associated with this subject.

5. PUBLIC HEARING REGARDING NUISANCES:
City Council to review the nuisance properties that need to be abated in whole or in part. Discuss - Approve / Deny Notice of Adoption of Resolution 2022-2; whereas the City Council will determine if the property constitutes a public nuisance. If, the property constitutes a public nuisance, then the City Council will grant ______ days from the date of the notice to abate said nuisance. Failure to abate said nuisance shall result in said nuisance being abated by the City of St. Paul and the COST of abatement shall be ASSESSED upon said premises and constitute a LIEN upon said premises until PAID.

8. Discuss - Approve / Deny Grover Cleveland Alexander (GCA) Day Committee requesting 2022 fireworks funding in the amount of $4,000 that will be disbursed from the keno fund; fireworks will be on Sunday, July 10, 2022; rain dates will be Friday, July 8, 2022 or Saturday, July 9, 2022. Fireworks will be located at 4th Street and Indian Street.

9. City Water Well-field Pasture Lease Requesting Bids
The City of St. Paul were seeking bids for lease on the following pasture: The East Half of Section Six (6), Township Fourteen (14) North, Range Nine (9), West of the 6th P.M., Howard County, St. Paul, NE; except that portion maintained by the City for its municipal water supply. The lease shall be for three (3) pasture seasons beginning on May 15, 2022 and continuing until October 15 of each year. The successful bidder shall pasture no more than 28 cow/calf pairs or 45 head of cattle and two (2) bulls on the property at any time. The bid should be stated as yearly rent for each of the three (3) years. Sealed bids are to be received by Friday, March 18, 2022 at 3:00 p.m. Bid award will be approved by the City Council at its regular meeting on Monday, March 21, 2022 at 7:00 p.m. at City Hall. The "Well-field Pasture Lease Request for Bids" was published in the Phonograph Herald at three (3) consecutive times: Wednesday of March 2, March 9, and March 16, 2022. Discuss - Approve / Deny the City's Water Well-field Pasture Lease bid.

10. Discuss - Approve / Deny Resolution 2022-3, whereas the City Council directs the sale of City of St. Paul's surplus personal property describes as follows: City Water Well-field building (shed) located at 12th Avenue and Eagle Road, St. Paul, Howard County, NE. The sale shall be by sealed bids for cash to be approved at the Council meeting in the City Council Chambers commencing at 7:00 p.m. on April 4, 2022; bids are to be submitted by 1:00 p.m. on Friday, April 1, 2022. The City reserves the right to reject all bids for said property. The building must be dismantled in six (6) months to the signing of the resolution.

16. Discuss - Approve / Deny City Chief of Police Dan Howard bidding on a 2021 Ford Explorer Interceptor up to the amount of $25,000 plus any fees. The vehicle has 168 miles; has damage to rooftop, headlight and driver side is scratched. The damage will not affect how the vehicle performs or operates. The purchase of the vehicle funds will be disbursed from the Police ICS account; the available balance in the ICS is $51,664.
