Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Discuss - Approve / Deny the Mutual Law Enforcement Assistance Interlocal Agreement - Central Nebraska Special Response Team (SRT). The Agencies that are included in this "Agreement" consists of: City of St. Paul's Police Department; Howard County Sheriff's Office; Valley County, Sherman County, Custer County; and Nance County. Each Agency will cover their own Health, Work Comp and Liability insurance - Howard County Deputy Paul Tartaglia will be in attendance to answer questions. (Email "Agreement" to LARM).
The Interlocal Agreement is pursuant to the provisions of the Interlocal Cooperation Act, Article VIII, of Chapter 13, R.R.S., 1943, the parties hereto agree that each of the parties to this "Agreement" is a Public Agency as defined in Section 13-803, R.R.S., 1943, and each party hereto is authorized by a duly enacted resolution of its governing body either before signing or by future ratification to enter into this "Agreement".

Discuss - Approve / Deny the City of St. Paul 2021-2022 Sinking Funds to be deposited in to the City's Insured Cash Sweep (ICS) accounts: EMT $9,000; Fire $8,000; Library Maintenance City Share $2,500; Light $6,000; Pool $2,700; Senior Center $3,000; Street $30,000; and Water $27,500. 9. Discuss - Approve / Deny Resolution #2022-4; an amendment to Implement Hardship Distribution Provisions of the Bipartisan Budget Bill of 2018 to the City of St. Paul, NE 401(a) Plan and that an authorized representative of the Employer is hereby authorized and directed to execute and deliver to the Plan Administrator the Amendment and to take any and all actions as it may deem necessary to execute this resolution.

10. Note: The Internal Revenue Service (IRS) requires the Security Financial (Security Benefit) Plan to be updated every six (6) years to conform to legislative and regulatory changes. The IRS has reviewed and approved the language and requires adoption. Tricia Kubik, City's Plan Administrator stated that this is a standard "Agreement" from the IRS.
Discuss - Approve / Deny Adoption Agreement for Security Financial Resources, Inc. Non-Standardized Governmental 401(a) Pre-Approved Plan, along with name changes to the Plan Trustee and the Administrative Contact.

(1) Recycling Trailer update from the Howard County Commissioners meeting on Tuesday, April 26, 2022; the next Commissioner meeting will be on Friday, May 13, 2022 regarding the recycling; (2) Per Electrical Commissioner Ed Thompson: City Spring Clean-up Day on Monday, April 25, 2022: City crew took three (3) loads of trees to the Recycling Center; six (6) Dump Truck loads of iron to the Rotary pile; and 5-6 loads of garbage to the Loup Central Landfill; |
19. Chief of Police Howard updates:
(1) City received reimbursement from the Webster County Sheriff regarding Moriah Rawlings Armor Vest and Duty Belt in the amount of $788.96; other police miscellaneous items were billed out this week in the amount of $264.99.

21. Mayor Bergman updates:
(1) The State and Local Fiscal Recovery Fund (SLFRF) Compliance Reporting has been completed (American Rescue Plan Act - ARPA); US Treasury deadline is April 30, 2022; (2) City of St. Paul Facebook survey: City is requesting input from City residents that have Charter/Spectrum internet service. If you currently have Charter/Spectrum, please comment on the quality of service received, internet speed, internet pricing, and customer service; (3) League of NE Municipalities: Cities and villages need to submit their health insurance response to the League by Wednesday, April 27, 2022 deadline, so that the League of NE Municipalities can have a health insurance quote by July 1, 2022 from Blue Cross Blue Shield of NE (BCBSNE); (4) Wastewater Treatment Facility (WWTF) progress meeting on Wednesday, May 4, 2022 beginning at 1:30 p.m.
