4. Discuss the PROGRESS of the 108 Howard Avenue apartments (Todd and Michelle Padrnos). The property is more legally described as (SP VIL) Tract A in Lot 7; 3-14-10 St. Paul, Howard County, Nebraska (see minutes of June 20, 2022 and July 5, 2022); possible action.

5. Brian Friedrichsen (Olsson) will be present to perform an overview of the Wastewater Treatment Facility (WWTF) "Construction Progress" meeting that was held on Wednesday, July 6, 2022 at 1:30 p.m. (possible action).

6. Discuss - Approve / Deny Rutjens Construction Inc. Pay Request #5 regarding the St. Paul Wastewater Treatment Facility (WWTF) Project #020-2586 in the amount of $705,813.72. The pay request consists of: Lift Station/Screening Manhole; Control Blower Building; SBR Tank/Equipment; and Site Piping.

7. Note: Wastewater Treatment Facility (WWTF) doors and windows ORIGINAL bid price for Kawneer are $42,276. The aluminum door cost increased 45% in March 2022; the hollow metal door cost is $33,815. The Fiberglass Reinforced Polymer (FRP) doors and windows cost $41,727, which is still below the original cost of $42,276.
Discussion regarding the utilization of the St. Paul Wastewater Treatment Facility (WWTF) Fiberglass Reinforced Polymer (FRP) doors, along with the windows (possible action).

8. Black Hills Energy wants to charge a large sum of money (approximately $16,000) to bring natural gas to the site for the water heater, furnace, and garage heater. Currently, Rutjens Construction is working with subcontractor to get a price to convert the above-mentioned items from natural gas to propane. On Thursday, July 7, 2022, Electrical Commissioner Thompson visited with Brian Friedrichsen (Olsson) to convert the water heater, furnace, and garage heater to electrical, due to the City buying power from Howard Greeley Rural Public Power District (HGRPPD).
Discussion regarding the utilization of electrical power for the Wastewater Treatment Facility (WWTF) water heater, furnace, and garage heater (possible action).

10. Discuss - Approve / Deny Resolution 2022-8; whereas in Section 9D of the Keno-Type Lottery Operations Agreement dated April 16, 2016, is hereby amended to increase the maximum amount from $2,000 to $2,300 that the Keno Operator shall be required to reimburse to the City for each audit conducted.

11. Note: Citizens Bank & Trust carries NO Penalty to withdrawal from the Insured Cash Sweep (ICS) Account. Per the email from Ms. Placke, Citizens Bank & Trust will match the NPAIT daily rate of 1.33% effective 7/13/2022.
Nebraska Public Agency Investment Fund (NPAIT) / PMA Financial Network, LLC (Walker Zulkoski). Discuss - Approve / Deny utilizing the Nebraska Public Agency Investment Fund (NPAIT) / PMA Financial Network, LLC (Walker Zulkoski) to invest some of the City's Insured Cash Sweep (ICS) funds; funds would be placed into US Treasury investments. NPAIT also offers a daily rate that is currently 1.34%; this comes with NO penalty and no transaction fee. Note: NPAIT / PMA FINANCIAL collateralize dollar for dollar when public funds are invested. It is a good idea not to place your funds in the same bucket if you need to utilize the funds; look to utilize a 3 month; and 6 month investment.
