1. Mayor Bergman calls meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

5. Discuss - Approve / Deny City of St. Paul selling bricks within the City's one (1) mile jurisdiction. The City is selling the bricks currently for 0.20 cents plus sales tax.

6. The Howard County Medical Center is proposing to construct a Therapy / Wellness Center addition onto the existing facility located at 1113 Sherman Street, St. Paul, NE. In order to meet proper setback requirements on the north side for the proposed project, the City has agreed to vacate a portion of the existing right-of-way of "M" Street, between Sherman Street and Sheridan Street to facilitate such addition to the Howard County Medical Center. The following property is hereby vacated: The southerly ten (10.0) feet of the existing eighty (80.0) foot right-of-way of "M" Street, between Sherman Street and Sheridan Street, adjoining a tract of land 264 feet - lying north of Block F, Bryan's Addition in the City of St. Paul, Howard County, Nebraska. The property shall be retained as a public utility easement by the City; and the City shall have the right to maintain, operate, repair, and renew existing public utilities in the vacated area.
Discuss - Introduce Ordinance 1032; vacating a portion of an existing right-of-way; to transfer title of such vacated property to the abutting property owners; to retain a utility easement; to repeal any ordinance, or parts of any ordinance in conflict with this ordinance; and to provide for the effective date of such ordinance. ***Introduce ordinance with no second or roll call; ***Waive three readings, WITH second and roll call; ***Final Passage, WITH second and roll call.

7. Discuss - Approve / Deny City of St. Paul Mayor Joel M. Bergman appointments: (1) Jeremy Gorecki as the new Water Commissioner effective November 1, 2022 and (2) Mel Fuller to the Board of Adjustments (Variance) effective immediately.

8. REMINDER: On Monday, November 7, 2022 at 6:00 p.m. the City of St. Paul Mayor, Council members and the St. Paul Development Corp. (SPDC) will hold a special meeting regarding the St. Paul Civic Center (1) Management; (2) Lease Agreement; and (3) the Marquee Sign (possible action). The meeting will be prior to the regular City Council meeting.

10. Discuss - Approve / Deny Resolution 2022-21, whereas the Nebraska Emergency Management Agency and FEMA reviewed and approved the Lower Loup Resources District Multi-Jurisdictional Hazard Mitigation Plan Update as of June 2, 2022, and whereas, FEMA regulations require documentation that the plan has been formally adopted by the governing body of the City of St. Paul in the form of a resolution and further requesting approval of the plan at the Federal level. The plan was prepared by the Lower Loup Natural Resources District, with the assistance from JEO Consulting Group Inc. of Lincoln, NE.
