1. The City of St. Paul Council will hold two (2) meetings on Monday, November 7, 2022; the first (1st) Council meeting will begin at 6:00 p.m. regarding a special meeting between the City of St. Paul and the St. Paul Development Corp. (SPDC) regarding the St. Paul Civic Center (1) Management; (2) Lease Agreement; and (3) the Marquee sign (possible action).
The second (2nd) meeting will begin at 7:00 p.m. regarding the regular City Council meeting.

3. Mayor Bergman adjourns the Special Council meeting.

4. Mayor Bergman calls the regular Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

7. Discuss - Approve / Deny Resolution 2022-22; whereas by the State of Nebraska Statutes, Section 39-2302, and 39-2511 through 39-2515 details the requirements that must be met in order for a municipality to qualify for an annual Incentive Payment; and whereas the State Dept. of Transportation (NDOT) requires that each incorporated municipality must annually certify (by December 31st of each year) the appointment of the City Street Superintendent to the NDOT using the "Year-End Certification of City Street Superintendent" form (attach meeting minutes to paperwork).

8. Discuss - Approve / Deny Mayor Bergman signing the "Year-End Certification of City Street Superintendent" for determining Incentive Payment from January 1, 2022 to December 31, 2022. Jeff Palik will be the City of St. Paul's City Street Superintendent, License No. S-1269, Class A.

9. The St. Paul Rescue Squad has two (2) ambulances; the ambulance year's consists of a "1997" and a "2007". It was intended that the St. Paul Rescue Squad would purchase a new ambulance every ten (10) years. If the St. Paul Rescue Squad receives the new ambulance grant, the "1997" ambulance will be utilized as a St. Paul Fire Dept. equipment vehicle and be utilized for the "self-contained breathing apparatus" (SCBA) equipment.
Discuss - Approve / Deny the City of St. Paul Rescue Squad completing an EMS Ambulance and Equipment Grant application; the St. Paul Rescue Squad is requesting $150,000 from the grant to purchase a new ambulance.

10. Discuss - Approve / Deny Mayor Bergman re-appointing Theda Van Horn and Todd Peters to the St. Paul Housing Authority Board; they expire on November 30, 2022. The new tern will be effective December 1, 2022 and continue through November 30, 2026.

Discuss - Introduce Ordinance 1033; to amend the City of St. Paul's Municipal Code; to amend Chapter 5, Article 7 pertaining to Utility Terrain Vehicles (UTV), Golf Carts, and All-Terrain (ATV); to repeal any ordinance, or parts of any ordinance in conflict with this ordinance; to provide for the effective date of such ordinance; and to provide for the publication of this ordinance in pamphlet form. ***Introduce With no second or roll call; ***Waive three readings With second and roll call; ***Final Passage With second and roll call.

13. Discuss - Approve / Deny "nuisance abatement" door hangers, due to the increasing cost of fuel and postage (Chief of Police Dan Howard).

14. Discuss - Approve / Deny St. Paul Police Dept. purchasing five (5) portable radio's, along with discussing the payment of the radio's. The radio's have increased in price after the approval of the 2022-2023 Budget.

16. Utilities Superintendent Helzer updates:
(1) St. Paul Recycling Center time change hours from 5:00 - 7:00 p.m. to 4:00 - 6:00 p.m.; (2) sprinkler heads have been drained in the City Park and Baseball fields; (3) Solar ground testing in the next couple of weeks at the Sewer Lagoon site; (4) Sewer Wastewater Treatment Facility: with the upcoming diesel shortage and prices increasing the City will be filling the generator fuel tank soon as possible. This is the contractor's responsibility; |
17. Chief of Police Howard updates:
(1) City was reimbursed by State of NE grant funds in the amount of $1,600 regarding Police over-time; |

19. Mayor Bergman updates:
(1) On Wednesday, November 2, 2022 at 6:00 p.m. Board of Adjustments (Variance) had a meeting regarding the set-backs of the Howard County Medical Center; (2) Public Trust Advisors designed for Local Governments; launching an investment pool named Nebraska Class that will have (a) safety in principal investment; (b) yield; and (c) liquidity (access funds); (3) Received last sewer lagoon rent from Clark and Terry Kosmicki in the amount of $4,360; (4) the City Office will be closed on Friday, November 11, 2022 regarding Veterans Day; (5) US Postal Service announces new postage prices beginning January 22, 2023; (6) Reporting City of St. Paul's Annual Occupation Tax for Fiscal Year 2021-2022 on City website per NE State Statute 18-1208(5); (7) City Clerk Beck called Bobbi Placke at Citizens Bank and Trust inquiring on raising the interest rates on the City's Insured Cash Sweep (ICS) Accounts; effective immediately (November 2, 2022) Citizens Bank & Trust will raise interest rates from 1.33% to 2.15%; (8) City Clerk Beck submitted the City's annual narrative on any new TIF projects in Fiscal Year 2021-2022 to the NE Dept. of Revenue;
