March 6, 2023 at 6:00 PM - 1st Council Regular Meeting

1. EMERGENCY RESPONSE BADGES:  PHOTO'S WILL BE TAKEN AT 5:45 P.M. PRIOR TO THE 6:00 P.M. COUNCIL MEETING!!!

2. Mayor Bergman calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

5. Discuss - Approve / Deny Mayor Joel Bergman signing the (1) Proposal for Medix Ambulance and (2) the Sales Agreement. The ambulance cost is $262,724; the St. Paul Rescue Squad received an ARPA grant in the amount of $75,000.  The ambulance cost will be split three (3) ways: Ambulance Sinking fund, Merrill Lynch (Ambulance), and from the St. Paul Rural Fire.

6. Discussion regarding the Middle Loup Subdivision improvements, cost and funding (tax increment financing - TIF) - possible action.
a. Attorney Andrew Willis, Lincoln, NE - What is the next step in the process to TIF the subdivision. 
b. Discuss - Approve / Deny Olsson performing the (1) District Creations pertaining to the Middle Loup Subdivision improvements and (2) the bid letting.  

7. Discuss - Approve / Deny the City of St. Paul Housing Authority requesting the authorization to apply for the Nebraska Affordable Housing Trust Funds (NAHTF) grant funds to rehab the Parkside North apartments located at 508 L Street and 516 L Street.  The funds will be to renovate the inside and outside apartments.

8. Aubrie Brown to present updates on the St. Paul Library (possible action). 

9. Discuss - Approve / Deny transferring City of St. Paul Insured Cash Sweep (ICS) funds to NE CLASS (Nebraska Cooperative Liquid Assets Securities System).  Currently, the interest rate is 4.80%.

10. Discuss - Approve / Deny Consent Agenda Items: (1) February 21, 2023 minutes (regular); and (2) March 6, 2023 disbursements.   

11. Discuss - Approve / Deny Christopher C. Sieck as Casey's Retail Corporate Manager in St. Paul, NE by the request of the NE Liquor Control Commission.

12. Discuss - Approve / Deny transferring $50,000 of Sales Tax Money Market funds to the Sales Tax Checking account.  This is to transfer (1) Street - Motor Vehicle Tax and (2) 25% Infrastructure funds from the Sales Tax proceeds.  Currently, the balance in the sales tax checking account is $12,344.

13. Discuss - Approve / Deny hiring a City of St. Paul Electrical Commissioner, along with an hourly wage.

14. Discuss - Approve / Deny City of St. Paul performing a 2023 Spring Clean-up date and time.

15. Utilities Superintendent Helzer updates

16. Chief of Police Howard updates:
(1) Todd Padrnos nuisance at 1220 Farnum Street: Nuisance letter to be delivered to begin the nuisance process;

18. Mayor Bergman updates:
(1) Emergency Response Guideline Book 2020; the book updates every four (4) years: Per Fire Chief Becker, the first persons to be called if there is an ethanol spill would be the (1) Union Pacific Railroad; (2) Howard County Emergency Manager Wilshusen; (3) the Hazmat Team from Grand Island, NE (Chief Becker is on the team); and the (4) Grand Island Hazmat Team.  Note: Chief Becker stated that the railroad tanks built today are different from when they were built years ago.  The tanks have a tank within a tank; this is for the safety features for the chemicals;
