1. Mayor Bergman calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. The City of St. Paul is close to utilizing the Wastewater Treatment Facility (WWTF) SRF loan funds. Per Steve McNulty at the NE Dept. of Environment & Energy (NDEE) there are no zero interest monies available to cities. Therefore, the City of St. Paul's projected excess expenses from Brian Friedrichsen with Olsson comes to an approximate total of $450,600. On Wednesday, May 31, 2023, Steve McNulty with NDEE sent a text stating that the interest rate would be 0.5%, plus a 0.5% administration fee if the City wanted to take out a loan.
Approve / Deny NDEE drafting a loan amendment or utilize the American Rescue Plan funds and/or other reserves?

5. Discussion regarding Dalton Meadows Subdivision (MAD Development - Caitlin Jerabek Birdsell) Tax Increment Financing (TIF) Agreement (possible actions).
NOTE: Consideration of an Amendment will be on Monday, June 19, 2023, Council meeting.

6. Discuss - Approve / Deny Grover Cleveland Alexander (GCA) Day Committee requesting: (1) Fireworks funding in the amount of $4,000 to be held on Sunday, July 9, 2023. The fireworks will be located at 4th and Indian Streets. There is no rain date scheduled for the event; (2) Grover Cleveland Alexander (GCA) Days operating funds in the amount of $3,000; all to be absorbed by Keno funds; and (3) Closure of streets: a. 4th Street between Howard Avenue and Jay Street and b. Indian Street between 4th and 5th Streets (Brandon Nowak).

7. Discuss - Approve / Deny Royal Coachmen Car Club utilizing the "north" City Park for the Grover Cleveland Alexander (GCA) Days "Show & Shine" on Saturday, July 8, 2023, from 7:00 a.m. to 8:00 p.m.;
a. Closure of Street: Jay Street between 4th and 6th Streets (will need barricades from City).

Discuss - Approve / Deny Seven County Spirits, LLC dba Loup River Distilling (503 Howard Avenue) Special Designated Liquor (SDL) application regarding July 7, 8, 9, 2023 from 8:00 a.m. to 1:00 a.m. pertaining to Grover Cleveland Alexander (GCA) Days. 10. Utilities Superintendent Helzer updates:
(1) St. Paul Wastewater Treatment Facility (WWTF) modified National Pollutant Discharge Elimination System (NPDES) Draft Permit, Statement of Basis, and Public Notice. This is the requirements that apply for future discharges from the new facility. The Department will submit the public notice to the Phonograph Herald in the near future at no cost to the facility regarding a public comment period and contains instructions on submitting comments and/or requesting a hearing;
