1. NOTICE OF SPECIAL MEETING AT THE ST. PAUL CIVIC CENTER (423 HOWARD AVENUE) ON MONDAY, JUNE 19, 2023, AT 10:00 A.M. THE MEETING IS REGARDING A CONFERENCE CALL WITH ATTORNEY ANDREW WILLIS PERTAINING TO THE MIDDLE LOUP SUBDIVISION TAX INCREMENT FINANCING PROJECT (TIF).

2. Mayor Bergman calls meeting to order at 6:30 p.m. regarding the Community Development Agency (CDA) and the regular City Council meeting, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

3. Mayor Bergman opens the Community Development Agency (CDA) meeting to review and APPROVE the Fourth Amendment to Redevelopment Agreement regarding the Dalton Meadows Subdivision (Caitlin Jerabek Birdsell) project. The intent of the Fourth Amendment is to allow flexibility in the timing of the sub-phases of the Project, so long as the Project is fully completed, and all the homes are built no later than December 31, 2035.

8. Discuss - Approve / Deny Dan Bear's request to close Baxter Street between 9th Street and Grant Street the evening of Monday, July 3, 2023, from 5:00 p.m. to 12:00 a.m. (midnight); this is for a neighborhood block party. Barricades are requested from the City.

9. Discuss - Approve / Deny Fourth Amendment to Redevelopment Agreement regarding Dalton Meadows Subdivision project. a. Closes public comment period; b. Approve the City's 2023 One (1) and Six (6) Year Street Improvement plan; c. Approve Resolution 2023-5; whereas the City of St. Paul has conducted a public hearing in accordance with the requirements of the Board of Public Roads Classification Standards.
