Bergman calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Bergman also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Mayor Bergman opening two (2) Public Hearings regarding:
(1) Preliminary Plat of Dugan's (Tyler & Kimberly Dugan) Subdivision located at the southeast corner of 14th Avenue and Inman Road, Howard County, Nebraska (within the City's one-mile extraterritorial jurisdiction). The property is more legally described as: Part of the North Half of the Northwest Quarter (N1/2, NW1/4), West of the Ord Branch of the Union Pacific Railroad, of Section 34, Township 15 North, Range 10 West of the 6th P.M., Howard County, Nebraska. The calculated area is 19.89 acres. (2) River Auto LLC request to rezone a tract of land from Agricultural Residential (AGR) to Highway Commercial (HC) more legally described as: Lot One (1) Paul's North Subdivision, Howard County, Nebraska. The property is located in the northwest corner of the U.S. Highway 281 and U.S. Highway 92, north of St. Paul, Nebraska.

5. Discuss - Approve / Deny Shannon's Grill (formerly the Sweet Shoppe) Property Improvement application in the amount of $1,550 from Tri-City Signs. The property improvement will consist of (1) removal of awning; (2) recover the awning with Green Cooley; (3) place new name on awning as Shannon's Grill; and (4) reinstall awning. City sales tax will absorb the cost of the property improvement.

Introduce Ordinance #1041; to amend the St. Paul Municipal Code; to add Section 3-1020 to Chapter 3 pertaining to animals in the City of St. Paul Elmwood Cemetery; to repeal any ordinance, or parts of any ordinance in conflict with this ordinance; to provide for any effective date of such ordinance; and to provide for the publication of the ordinance.

10. Discuss - Approve / Deny City Clerk/Deputy Treasurer Connie Jo Beck opening a City of St. Paul Fire Station Construction interest bearing account and transferring $50,000 from the Fire Station Construction NPAIT account in the amount of $50,000. The $50,000 will be deposited into the Fire Station Construction interest bearing account to pay disbursements. GIVE COPY OF MINUTES TO CITIZENS BANK & TRUST.

11. Discuss - Approve Resolution 2023-09, regarding an Interlocal Agreement between the City of St. Paul Police Department and Howard County, Nebraska for the cooperative undertaking to share the use of the Repeater Services.
Discuss - Approve / Deny "Interlocal Cooperative Agreement" between the City of St. Paul Police Department and Howard County, Nebraska regarding placing a repeater on the Howard County Courthouse. The "Agreement" states that St. Paul Police Department will maintain the repeater; Howard County will maintain the radio frequency and allow for the repeater to be placed on the roof of the Howard County Courthouse.

12. Officer Grady Robinson has advised his intention to depart from the City of St. Paul Police Department. Mr. Robinson stated that he will be leaving in May 2024; he is giving the Department six (6) month notice to allow for hiring and training of a new Officer.
Approve / Deny advertise for hiring a new Police Officer and establishing an Interview Committee. The plan is to hire someone soon as possible and get them into the January 2024 Nebraska Law Enforcement Training Camp (NLETC).
