January 6, 2025 at 6:30 PM - 1st Council Regular Meeting

1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Discuss 108 Howard Avenue (Todd Padrnos) unsafe building (possible action).  Elmer Perez (L.L. Remodeling and Restoration) will be in attendance to speak on the topic.

5. Discuss - Approve / Deny Mayor Feeken's Calendar Year Appointment regarding Brian Friedrichsen as the City of St. Paul's Street Superintendent for 2025, effective January 1, 2025, through December 31, 2025.

6. YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT FOR DETERMINING INCENTIVE PAYMENT IN CALENDAR YEAR 2024 PER THE DISCUSSION WITH THE NE DEPT OF TRANSPORTATION STAFF.  THE CITY WILL NOT BE PENALIZED.
(1) Discuss - Approve / Deny Mayor Feeken signing the "Year End Certification of City Street Superintendent" for determining Incentive Payment from January 1, 2024, to December 15, 2024.  Jeff Palik is the City of St. Paul's 2024 City Street Superintendent, License Number S-1269, Class A and Engineer's License Number #10492. 

(2) Discuss - Approve / Deny Mayor Feeken signing the "Year End Certification of City Street Superintendent" for determining Incentive Payment from December 16, 2024, to December 31, 2024.  Brian Friedrichsen is the City of St. Paul's Street Superintendent from December 16, 2024, to December 31, 2024 and the 2025 City Street Superintendent, License Number S-1704, Class A and Engineer's License Number #17653.

7. Discuss - Approve / Deny St. Paul Development Corp. (SPDC) Middle Loup River Subdivision; Engineer's Project No. 023-00398 Change Order #2 to "adjust the completion date".  The increase of the Change Order for Substantial Completion Date is May 2, 2025, and the Ready for Final Payment will be May 16, 2025.

8. Discuss - Approve / Deny Consent Agenda Items: (1) Council Minutes December 16, 2024 (regular); (2) Disbursements January 6, 2025; and St. Paul Rescue Squad member Stephanie Ford.  

9. RURAL COMMUNITY RECOVERY PROGRAM (RCRP) - LeAnn Jochum with the South Central Economic Development District (SCEDD) will be present.

Discuss - Approve / Deny Professional Services Agreement with the South Central Economic Development District (SCEDD) for General Grant Administration Services for the Rural Community Recovery Program (RCRP) Grant 23-RCRP-033 received from the Nebraska Department of Economic Development (NDED) for park improvements.

10. Discussion regarding the "Mobile Food" committee's recommendation pertaining to the "Mobile Food" permit regulations and fees (possible action).

Introduce Ordinance #1056, amending Ordinance #992 pertaining to "Mobile Food Vendors" in the corporate limits of St. Paul, NE; to add Article 9 to Chapter 10 of the City Code to incorporate the regulations pertaining to "Mobile Food Vendors"; to amend the application requirements and sales regulations for a "Mobile Food Vendor" license; to renumber the current Article 9 of Chapter 10 of the St. Paul City Code pertaining to penalties; to amend Section 10-901 pertaining to the penalty and violations of Chapter 10; to repeal Ordinance #992 and any conflicting ordinances; to provide an effective date; and to provide for publication of the ordinance in pamphlet form.

11. Discuss - Approve / Deny Resolution 2024-26, amending the City of St. Paul "Fee Schedule" to reflect the changes regarding the "Mobile Food" permit regulations and fees.  The "Fee Schedule" will be effective Monday, January 6, 2025.

12. Discuss - Approve / Deny the NE Dept. of Transportation (NDOT) "Certificate of Compliance" regarding services performed in calendar year 2025. The amount due to the State of Nebraska for snow removal is 5.10 lane miles x $1,430 per lane mile = $7,293.00.

13. Discuss - Approve / Deny Maintenance Agreement No. 47 between the NE Dept. of Transportation (NDOT) and the Municipality of St. Paul for the period from January 1, 2025, to December 31, 2025, pertaining to surface maintenance and/or snow removal in the amount of $7,293.00.  The maintenance agreement consists of: (1) West City Limits and (2) South City Limits to North City Limits.  

14. Discuss - Approve / Deny transferring City of St. Paul funds in the amount of $75,000 from the Sales Tax Money Market #504420 to the Sales Tax Checking #300277 to pay disbursements.

15. Discuss - Approve / Deny Barb Wroblewski's "Property Improvement Program" application regarding the demolition of a house at 1122 6th Street for the amount of $5,000.

16. Discuss - Approve / Deny Grady Robinson (previous City Police Officer) reimbursement request regarding helmet.

17. Discuss 1st of the month City of St. Paul's nuisances per the Nuisance Committee (Chief of Police Dan Howard to report) - Possible Action.

18. ACKNOWLEDGMENT OF HOLIDAY: The second (2nd) City Council meeting in January 2025 will be held on Tuesday, January 21, 2025, due to the Martin Luther King holiday.

(2) St. Paul Fire Station Construction Progress meeting on Thursday, January 9, 2025, at 11:00 a.m. in the City Council Chambers;
(3) City of St. Paul Fire and EMS Roster; new addition is Stephanie Ford;
(4) City Investment Interest Rate on Accounts.

26. This agenda, including supporting documentation, is available for public viewing during normal business hours at the City Office, 704 6th Street, St. Paul, Nebraska.

It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
