August 3, 2026 at 6:30 PM - 1st Council Regular Meeting

1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Mayor Feeken opens two (2) public hearings regarding:
(1) County Cage Bar and Grill (Jeremy and Charles Hubbard), 614 Howard Avenue, regarding a Class "C" Liquor License application and a Secondary Catering Liquor License. Job Number #182523. 
(2) LB 840 (Sales Tax) Citizens Advisory Review Committee (CARC) report from the date of Wednesday, July 29, 2026, at the St. Paul Civic Center.

5. Discuss - Approve / Deny Infill Lot Incentive Program application from Chris Meyer Construction pertaining to 1212 Howard Avenue in the amount of $16,715.30. The benefit of the project is to remove the home and replace it with a new home.

7. Mayor Feeken opens the public comment period regarding the LB 840 (Sales Tax) Citizens Advisory Review Committee (CARC) report from Wednesday, July 29, 2026, at the St. Paul Civic Center (423 Howard Avenue).

8. Discuss - Approve / Deny Diamond Engineering Co. Pay Request #1 pertaining to the 3rd Street Paving (Project #025-04097) in the amount of $95,611.28. The pay request pertains to grading and paving of 3rd Street. 

9. Discuss - Approve / Deny the 2026 Municipal Annual Certification of Program Compliance to the Nebraska Board of Public Roads Classification and Standards (NBCS).
a. Approve / Deny Resolution 2026-03, whereas the governing body authorizes the signing of the 2026 Municipal Annual Certification of Program Compliance by Mayor Mike Feeken.

10. Consent Agenda Items: Discuss - Approve / Deny: (1) Minutes July 20, 2026 (regular) and Minutes July 28, 2026 (2026-2027 Budget Workshop); (2) Planning Commission minutes July 27, 2026, and (3) Disbursements August 3, 2026. 

11. Discuss - Approve setting Monday, August 17, 2026, at 5:30 p.m. for a "Public Input Hearing" regarding the proposed City of St. Paul 2026-2027 Budget. The Regular City Council meeting will commence at 6:30 p.m. on Monday, August 17, 2026, to give patrons time for input.

14. Mayor Feeken updates:
(1) Special meeting on Tuesday, August 4, 2026, at 6:30 p.m. at the St. Paul Civic Center pertaining to the consideration of Law Enforcement Services between the City of St. Paul Police Dept. and the Howard County Sheriff's Office.
(2) The proposed 2026-2027 Budget will be considered for approval on Tuesday, September 8, 2026, at 6:30 p.m.; there will be two (2) separate meetings. 
The first meeting is to conduct a 2026-2027 Notice of Budget Hearing and proposed Budget Statement, and the second meeting will be to consider approval of the proposed budget; this is per NE State Statute.

The City of St. Paul abides by the Nebraska Open Meetings Act in conducting business.  A copy of the Nebraska Open Meetings Act is on display in the meeting room as required by Nebraska State Law.
The Mayor and City Council reserve the right to enter into an Executive Session at any time during the meeting, in accordance with the Nebraska Open Meetings Act, even though the closed session may not be indicated on the Agenda.
It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
