1. Mayor Howard Open Meeting Statement Good Evening and thank you for joining us for this September 8, 2015 Open Meeting of the City of St. Paul Council. The City of St. Paul abides by the Open Meeting Act in conducting its business and a copy of the Open Meeting Act is posted on the west wall as required by Nebraska State Law. The City Council may vote to go into Closed Session on any Agenda Item as required by State Law.

2. Open Public Hearing to Approve / Deny the 2015-2016 Budget and Open Public Hearing on the proposed use of existing program income to make improvements at Parkside North

3. Approve the August 3 and August 17, 2015 Council minutes, Approve the September 8, 2015 disbursements and Approve the August 10th and August 31, 2015 Zoning Permits

4. Discuss - Approve / Deny Certificate of Approval of Administrative Subdivision on the replat of Lots Ten (10) through Twenty One (21) all in Block 18, Original Town, which will be converted to Lot One (1), Block 18, Civic Center Subdivision

5. Discuss - Approve / Deny Larry Kosmicki as City of St. Paul Building Inspector (308)383-8059

Open Public Comment Period Close Public Comment Period Approve the Proposed 2015-2016 Budget *Approve an Additional 1% to increase the total allowable restricted fund authority *Approve Resolution 2015-13 regarding the 2015-2016 Budget Property Tax Request *Approve the Annual Appropriation Ordinance #956 for Operations of the General & Utility funds necessary to defray expenses and liabilities for October 1, 2015 to September 30, 2016 *Ordinance Introduction, with NO second Move to waive the three (3) readings, with a second Move for final passage, with a second *The 2015-2016 will be placed on the City Website and "St. Paul is Home"

7. Mayor Howard opening the public comment period to amend the existing Program Income Administration Plan. Lori Ferguson, Housing Consultant with the South Central Economic Development District will be present to discuss the amendment and utilization to the existing Program Income Administration Plan. Close public comment period and Approve / deny the amendment and adoption of the proposed changes to the 1991 Program Income Administration Plan as outlined. This has been approved by Bob Doty with the Nebraska Department of Economic Development in Lincoln, NE.

8. Discuss - Approve / Deny County Cage Special Liquor Permit for Friday, October 2, 2015 from 11:00 a.m. to 11:59 p.m. and Saturday, October 3, 2015 from 12 a.m. to 1:00 a.m. for a dance and the Kleinsasser International Adoption Fundraiser (Chief of Police Paczosa Approved)

9. Discuss - Approve / Deny St. Paul Chamber of Commerce Promotion (the decorating of downtown light poles)

10. Approve / Deny Bid for the "1966" 2510 John Deere Tractor, with Serial #T711R-008114R

11. Discuss - Approve / Deny Mayor Howard signing the Public Water System Security Subaward between the Nebraska Dept. of Health & Human Services Division of Public Health Office of Drinking Water and Environmental Health and the City of St. Paul, Nebraska

12. Discuss - Approve / Deny Water and Sewer System Phase II GIS Mapping Agreements

13. Discuss - Approve / Deny Fire Station Parking Lot to be utilized ONLY for Fire / EMS personnel

14. Discuss - Approve / Deny the purchase of a new sewer root cutter (Warthog)

15. Discuss - Approve / Deny Resolution 2015-14 to sell personal property (various impounded bicycles) owned by the City of St. Paul
