1. Mayor Howard Open Meeting Statement
Good Evening and thank you for joining us for this September 8, 2015 Open Meeting of the City of St. Paul Council. The City of St. Paul abides by the Open Meeting Act in conducting its business and a copy of the Open Meeting Act is posted on the west wall as required by Nebraska State Law. The City Council may vote to go into Closed Session on any Agenda Item as required by State Law.

*Approve an Additional 1% to increase the total allowable restricted fund authority
*Approve Resolution 2015-13 regarding the 2015-2016 Budget Property Tax Request
*Approve the Annual Appropriation Ordinance #956 for Operations of the General & Utility funds necessary to defray expenses and liabilities for October 1, 2015 to September 30, 2016
*Ordinance Introduction, with NO second

7. Mayor Howard opening the public comment period to amend the existing Program Income Administration Plan.
Lori Ferguson, Housing Consultant with the South Central Economic Development District will be present to discuss the amendment and utilization to the existing Program Income Administration Plan.
Close public comment period and
Approve / deny the amendment and adoption of the proposed changes to the 1991 Program Income Administration Plan as outlined. This has been approved by Bob Doty with the Nebraska Department of Economic Development in Lincoln, NE.
