Rationale:
Executive Summary:
After communicating with the District Attorney (KSB), it is my recommendation that the board not take part in this project. This is a very important and needed program for the Sumner community. However, the use of public funds is not recommended for this type of project. This would be considered as a gifting of public funds, and if challenged, the board may be in violation.
