4.A. Approve the minutes of the October 1, 2018 regular City Council meeting.

4.B. Approve the application for a Special Designated Liquor License submitted by Loop Brewing Company, LLC, Liquor License #LK-093351, for the Farm Show to be held at the Kiplinger Arena, 1412 West 5th Street, on November 14, 2018 from 10:00 A.M. to 12:00 Midnight and November 15, 2018 from 10:00 A.M. to 4:00 P.M.

4.C. Receive and file the City of McCook Snow and Ice Control and Removal Operation Procedures and Policies.

4.D. Approve the bid specifications for two (2) new 2019/2020 All Wheel Drive or 4-Wheel Drive Special Service Vehicles for use by the McCook Police Department and set the date to receive bids as November 6, 2018 at 2:00 P.M.

5.B. Approve upon its second reading Ordinance No. 2018-2975 authorizing the sale of Lot 22, Block 7, Willow Grove Addition to the City of McCook, Red Willow County, Nebraska.

5.B.2. Consider approval of Ordinance No. 2018-2975 upon its second reading.

5.C. Authorize City Staff to purchase one (1) new 2019 Western Star 4700SF Semi Tractor from Wick's Sterling Trucks, Inc., using the State of Nebraska bid in the amount of $125,000.00 for use at the Transfer Station.

Discuss establishing an ordinance requiring a permit to install, operate, and maintain fiber cable, coaxial cable, or communication cable on, above, or underneath the surface of City of McCook streets, alleys, sidewalks, or other public ground, as well as establishing annual rental fees, bond and insurance requirements, and collection processes.
