3.A. Approve the minutes of the January 7, 2019 regular City Council meeting.

3.B. Approve the application for a Special Designated Liquor License submitted by JBN, Inc., dba Hi Times Liquor Mart 1, Liquor License #DK-100025, for a wedding reception to be held at the Red Willow County Community Building, 1412 West 5th Street, on May 4, 2019 from 12:00 P.M. to 1:00 A.M.

3.C. Approve the application for a Special Designated Liquor License submitted by JBN, Inc., dba Hi Times Liquor Mart 1, Liquor License #DK-100025, for a wedding reception to be held at the Red Willow County Community Building, 1412 West 5th Street, on May 25, 2019 from 12:00 P.M. to 1:00 A.M.

3.D. Approve the application for a Special Designated Liquor License submitted by the City of McCook for their Employee Banquet to be held at the McCook Municipal Auditorium, 302 West 5th Street, on March 1, 2019 from 2:00 P.M. to 11:59 P.M.

3.E. Approve the application for a Special Designated Liquor License submitted by Knights of Columbus 1126, Liquor License #I-003702, for the St. Patrick G.I.F.T. Gala to be held at the St. Patrick School & Gym, 401 East "F" Street, on March 15, 2019 from 6:00 P.M. to 10:00 P.M. and March 16, 2019 from 5:00 P.M. to 12:00 A.M.

3.F. Approve a request by Ryan Peters to occupy a portion of the City right-of-way for the purpose of installing a sewer service to 1506 W 17th Street.

3.G. Approve the bid specifications for one (1) new sewer inspection camera and set the date to open bids as February 12, 2019 at 2:00 P.M.

3.H. Award the bid for concessions at the Jaycee Ball Complex to Terri Gray in the amount of $275.00 per year for the calendar years 2019-2021.

3.I. Award the bid for concessions at Felling Field to Nancy Collins in the amount of $750.00 per year for the calendar years 2019-2021.

3.J. Adopt Resolution No. 2019-01 authorizing the execution of a Loan Agreement with MNB Bank for the financing of a 2019 Elgin Pelican Street Sweeper for the Street Department with a rate of 4.50% and authorize the Mayor to sign.

3.K. Adopt Resolution No. 2019-02 authorizing the execution of a Loan Agreement with MNB Bank for the financing of the 2019 Type 1 Horton 4WD Ambulance with a rate of 4.50% and authorize the Mayor to sign.

3.L. Recommend approval to the Nebraska Liquor Control Commission the Application for Manager submitted by McCook Hotel Group LLC, DBA "Cobblestone Hotel & Suites", 1301 North Highway 83, which holds License #I-118142, the applicant being Natalie J. Alred.

3.M. Approve the Encroachment Agreement with Interstate Power and Light Company (IPL) for the purpose of soil boring and/or installing underground monitoring wells along the east and west sides of the 100 Block of West 4th Street, between West "A" Street and West "B" Street, and authorize the Mayor to sign.

3.N. Approve the renewal of Maintenance Agreement No. 17 between the Nebraska Department of Roads and the Municipality of McCook and authorize the Mayor to sign.

3.O. Authorize the Mayor to sign the Certificate of Compliance for the 2018 Maintenance Agreement between the City of McCook and the Nebraska Department of Roads.

3.P. Receive the minutes of the November 14, 2018 Library Advisory Board meeting and the July 11, 2018, October 16, 2018 and January 8, 2019 Senior Center Advisory Board meetings.

3.Q. Receive and file the Financial Report for the period ending December 31, 2018.

4. Regular Agenda.

4.A. Approve the LB840 Economic Development Revolving Loan Fund Program loan with Scott and Margaret Repass in the amount of $50,000, with a term of 10 years and an interest rate of 3%, and authorize the Mayor to sign all required documents.

4.B. Further discussion regarding the establishment of an ordinance requiring a permit to install, operate, and maintain fiber cable, coaxial cable, or communication cable on, above, or underneath the surface of City of McCook streets, alleys, sidewalks, or other public ground, as well as establishing annual rental fees, bond and insurance requirements, and collection processes.
