3.A. Approve the minutes of the February 18, 2019 regular City Council meeting.

3.B. Ratify the appointment of Ryan Moore to the Economic Development Loan Committee (MEDC selection) - term expires March 2022 and the Mayor’s appointment of Bruce McDowell to the Planning Commission - term expires September 2022.

3.C. Approve and authorize the Mayor to sign the Application for Federal Assistance, the Certification for Drug-Free Workplace and all other associated paperwork with the Federal Aviation Administration for Project No. 3-31-0052-015-2019(R02) which consists of the rehabilitation of runways, taxiways and apron at McCook Ben Nelson Regional Airport.

3.D. Award the bid for the 2019 Armor Coating Project fo Figgins Construction of Red Cloud, Nebraska in the amount of $3.83 per gallon, that being the lowest best bid.

3.E. Receive and file the Annual Certification form confirming that funds received by the City of McCook from the State of Nebraska Department of Roads as part of the Federal Aid Transportation Fund Purchase-Sale Agreement have been used according to such agreement.

3.F. Approve and authorize the Mayor to sign a Professional Engineering Agreement with Miller & Associates, Consulting Engineers, P.C., for the design and construction inspection of a new water main on West 5th Street from West "G" Street to West "M" Street.

3.G. Approve and authorize the Mayor to sign a Grant Agreement between the City of McCook Water Department and Nebraska Department of Health and Human Services for a grant in the amount of $4,590 for additional security equipment at the Drinking Water Plant.

4.A. Ordinance No. 2019-2978 approving the voluntary annexation of a tract of land located in the S 1/2 of the SE 1/4 of Section 24, Township 3 North, Range 30 West, of the 6th P.M., Red Willow County, Nebraska, said tract of land to be included in what is to be referred to as Heritage Pointe Addition to the City of McCook, Red Willow County, Nebraska.

4.A.1. Chairperson asks Clerk to read ordinance by title.

4.A.2. Consider approval of Ordinance No. 2019-2978 upon its second reading.

4.B. Ordinance No. 2019-2979 approving the zoning change request for Heritage Pointe Addition, a tract of land located in the S 1/2 of the SE 1/4 of Section 24, Township 3 North, Range 30 West, of the 6th P.M., Red Willow County, Nebraska; said zoning change to amend the current zoning designation from Residential Medium Density District (RM) and Agricultural District (AG), to Business Commercial District (BC).
