Approve the application for a Special Designated Liquor License submitted by the Fraternal Order of Eagles, Liquor License #I-003700, for a Fund Raiser/Benefit to be held at their location, 805 East "B" Street, on July 20, 2019 from 5:00 P.M. to 12:00 Midnight, with an alternate date of July 27, 2019.

Approve the application for a Special Designated Liquor License submitted by the Fraternal Order of Eagles, Liquor License #I-003700, for a Fund Raiser/Benefit to be held at their location, 805 East "B" Street, on August 24, 2019 from 5:00 P.M. to 12:00 Midnight, with an alternate date of September 7, 2019.

4.D. Approve the application for a Special Designated Liquor License submitted by the McCook Chamber of Commerce for a Street Dance to be held in the 100 Block of West "C" Street on July 12, 2019 from Noon to 1:00 A.M.

4.E. Approve and authorize the Mayor to sign the FY 2019/2020 contract with the West Central Nebraska Area Agency on Aging (WCNAAA) for the purpose of defining and specifying the separate and mutual responsibilities of each in the management, operation, support, monitoring, and evaluation of the McCook Heritage Senior Center.

4.F. Receive and file an agreement with Miller & Associates, Consulting Engineers, P.C., for the Provision of Limited Profession Services for a Blight and Substandard Study.

4.G. Accept a quote from Heartland Scenic Studio, Inc. to replace the McCook City Auditorium stage curtains in the amount of $51,500.

4.H. Receive the minutes of the January 8, 2019 Senior Center Advisory Board meeting.

4.I. Approve an application from Great Plains Communications to occupy city right-of-way for the purpose of installing underground fiber optic cable providing service the McCook Christian Church located at 507 West "B" Street.

4.J. Approve a Lease Agreement between the City of McCook and Southwest Nebraska Family Resource Center for a portion of the old public safety center located at 526 West "B" Street.

4.K. Approve the State of Nebraska, Department of Transportation and City of McCook Economic Opportunity Program Agreement.

5.A. Discuss and approve a request from the McCook Area Chamber of Commerce for the Third Thursday events scheduled for June 20, 2019 including the closing of the East 1st parking lot and the use of it's water and electricity from Noon to 11:00 P.M. for a Farmer's Market and food vendors; the closing of East "D" Street from the alley between Norris Avenue and East 1st Street to East 1st Street from 4:00 P.M. to 9:00 P.M.; and the closing of West "C" Street from Norris Avenue to West 1st Street from 4:00 P.M. to 9:00 P.M.

5.B. Approve the request from the McCook Area Chamber of Commerce to close West "C" Street from West 1st Street to West 3rd Street and West 2nd Street from West "B" Street to West "D" Street on Saturday, July 13, 2019, from 6:00 A.M. to 2:00 P.M. for a Car Show; West "C" Street from Norris Avenue to West 1st Street from Friday, July 12, 2019, at 4:00 P.M. to Saturday, July 13, 2019 at 1:00 A.M. for a Street Dance; and to cover the traffic signal at the intersection of Norris Avenue and "C" Street on Friday, July 12, 2019, from 6:00 P.M. to 8:00 P.M. for Cruise Night.

5.C. Ordinance No. 2019-2983 amend McCook's Code of Ordinances Chapter 31, Section 31.23, setting the City Council meeting time at 5:30 P.M. on the first and third Monday of each month.
