3.A. Public Hearing - Request for a special exception by Amber Massa to provide a childcare center at 1408 East Circle Drive, McCook, Nebraska, said property located in the Residential Medium (RM) District.

3.B. Deny the special exception request to allow a childcare center at 1408 East Circle Drive, McCook, Nebraska, property located within the Residential Medium (RM) District, said finding based upon special exception requirements A - I.

4.A. Approve the minutes of the June 3, 2019 regular City Council meeting.

4.B. Approve the application for a Special Designated Liquor License submitted by Citta’ Deli, Liquor License #C-121305, for a Red Willow County Fair concert, to be held at the Red Willow County Fairgrounds Grandstands, 1412 West 5th Street, on July 26, 2019 from 3:00 P.M. to 2:00 A.M., with an alternate location at the Red Willow County Alice Building, 1412 West 5th Street.

4.C. Receive and file the claims for the month of May 2019 as published June 7, 2019.

4.D. Receive and file the request from McCook Community College to use Barnett Park on Friday, August 16, 2019 from 5:00 P.M. to 9:00 P.M. for the Mid Plains Community College Annual Employee Picnic.

4.E. Ratify the Mayor’s appointments to the Airport Advisory Commission - appoint Jeff Williams to replace Richard Stull - term expires November 2019 and to the Planning Commission - appoint Matt Davidson to replace Don Harpst - term expires September 2020.

Approve the following requests from the McCook Area Chamber of Commerce for their Crazy Days event:  to cover the traffic signal at the intersection of Norris Avenue and "C" Street, to close West "C" Street from Norris Avenue to West First Street, to close East "C" Street from Norris Avenue to East First Street on Friday, July 12, 2019 from 5:45 P.M. to 8:00 P.M. for Cruise Night; to close West "C" Street from Norris Avenue to West First Street on Friday, July 12, 2019 from 5:00 P.M. to midnight for a Street Dance; to close West Second Street from West "B" Street to half way between West "C" Street and West "D" Street, to close West "C" Street from West First Street to West Third Street on Saturday, July 13, 2019 from 6:00 A.M. to 3:00 P.M. for a Car Show; and to borrow two sets of bleachers for viewing of Cruise Night.

5.B. Approve the application for a Special Designated Liquor License submitted by the McCook Chamber of Commerce for a Street Dance to be held in the 100 Block of West "C" Street on July 12, 2019 from Noon to 1:00 A.M.

5.C. Ratify and approve the selection of Ellerbrock-Norris Insurance to serve as the City of McCook's Property/Casualty Insurance Broker.

5.D. Ordinance No. 2019-2983 amend McCook's Code of Ordinances Chapter 31, Section 31.23, setting the City Council meeting time at 5:30 P.M. on the first and third Monday of each month.
