3.A. Public Hearing - Regard a request from Jason Michaelis to move a structure, currently located at 511 East 1st Street, to 316 South Street, said property located inside the limits of the City of McCook, Nebraska.

4.A. Approve the minutes of the June 17, 2019 regular City Council meeting.

4.B. Approve the request from the Prairie Roots Festival Committee for the use of Barnett Park, including the west shelter house, electricity, use of additional picnic tables, benches and trash cans for their Fourth Annual Prairie Roots Festival food, brew, and music event on Saturday, August 24, 2019.

4.C. Approve the application for a Special Designated Liquor License submitted by the McCook Chamber of Commerce and the McCook Economic Development Corporation for a Music Festival to be held at Barnett Park, 502 South Highway 83, with an alternate location of the Red Willow County Fairgrounds - Alice Arena, 1412 W 5th Street, on August 24, 2019 from 10:00 A.M. to 2:00 A.M.

4.D. Approve and authorize the Mayor to sign Amendment #1 to the Professional Engineering Agreement with Miller & Associates, Consulting Engineers, P.C., adding the design and construction inspection of a water main on East 14th to the existing West 5th Transmission Main Project.

4.E. Approve drawings and specifications for Water System Improvement on West 5th from "G" Street to booster station at "M" Street, on East 14th Street from "C" to "D" Streets, on "D" Street from East 14th Street to East 12th Street and from "D" Street to the center of the cul-de-sac on Gemini Court and set date to receive bids for July 25, 2019 at 2:00 P.M.

4.F. Approve the request from the McCook Community Hospital Safety Director, Dari Olson, to utilize the McCook Ben Nelson Regional Airport for a community-wide full scale safety excercise.

4.G. Award the bids for the 2019 Street Improvements Drainage Contract and Paving Contract to BSB Constructin of Curtis, Nebrska in the amounts of $128,379.85 and $52,348.00 respectively, those being the lowest best bids.

4.H. Ratify the Mayor’s appointments to the Board of Health - reappoint Nate Schneider, Ike Brown, Mike Gonzales, and Mary Beth Eisenmenger - terms expire June 2020.

4.I. Ratify actions taken by Staff and approve the agreements between the Nebraska Department of Health and Human Services and the City of McCook for the purpose of providing home delivered meals, congregate meals, exempt public transportation, local medical transportation for appointments and other local transportation needs.

5.A. Consider and take action on the special exception request to allow a childcare center at 1408 East Circle Drive, McCook, Nebraska, property located within the Residential Medium (RM) District, said finding based upon special exception requirements A - I.

5.B. Authorize staff to accept the grant offer agreement with the U.S. Department of Transportation Federal Aviation Administration for Project No. 3-31-0052-015-2019 for the Rehabilitation of Runways 12/30 and 4/22, Taxiways A, B, C, D, and the Terminal Apron at McCook Ben Nelson Regional Airport and authorize the Mayor to sign.

5.C. Award the bid for the Joint Sealing and Pavement Repair at the McCook Ben Nelson Regional Airport to Paulsen, Inc. of Cozad, Nebraska in the amount of $1,528,192.05, that bid being responsive and responsible, as well as fair and reasonable; this motion being subject to the concurrence of award from the FAA and NDOT, and receipt of the grant from FAA amounting to 90% of the project cost, and authorize the Mayor to sign all related documents.

5.D. Award the bid for the Ravenswood Road Paving Project to BSB Construction of Curtis, Nebraska in the amount of $268,727.25, that being the lowest best bid.

5.E. Approve and execute a lease with the Board of Regents of the University of Nebraska, the governing body of the University of Nebraska-Lincoln and the Nebraska Forest Service, for the lease and occupancy of a parcel of ground located at the McCook Ben Nelson Regional Airport for the sole purpose of regional Wildland Fire Suppression.

5.F. Ordinance No. 2019-2983 amend McCook's Code of Ordinances Chapter 31, Section 31.23, setting the City Council meeting time at 5:30 P.M. on the first and third Monday of each month.
