3.A. Public Hearing - Request for a special exception by Troy and Tammie Bruntz to allow a storage building in the Agricultural District (AG) - 71614 Road 383.

3.A.1. Adjourn the Public Hearing.

3.A.2. Approve the application for a special exception by Troy and Tammie Bruntz for a storage building at property legally described as a tract of land being part of the Southwest Quarter of Section 24, Township 3, Range 30, West of the 6th P.M., 71614 Road 383, to allow a storage building in an Agricultural District (AG), based upon special exception requirements A - I, and based on the condition that construction of a primary residential structure on the lot begin within two years of the special exception and completion of construction of the primary structure be completed within three years of the grant of special exception.

4. Consent Agenda.

4.A. Approve the minutes of the July 1, 2019 regular City Council meeting.

4.B. Approve the application for a Special Designated Liquor License submitted by JBN, Inc., dba Hi Times Liquor Mart 1, Liquor License #DK-100025, for a wedding reception to be held at the Red Willow County Community Building, 1412 West 5th Street, on October 3, 2019 from 12:00 P.M. to 1:00 A.M.

4.C. Receive and file the claims for the month of June 2019 as published July 8, 2019.

4.D. Receive and file the Financial Report for the period ending June 30, 2019.

4.E. Approve an application from Great Plains Communications to occupy city right-of-way for the purpose of installing fiber optic cable that will supply the Downtown Business District with High Speed Internet.

4.F. Approve the application from Century Link to occupy city right-of-way for the purpose of installing an underground fiber optic cable along West "D" Street from West 3rd to 505 West "C" Street and authorize the Mayor to sign the application.

4.G. Approve an application from Great Plains Communications to occupy city right-of-way for the purpose of installing underground fiber optic cable providing service to the NDOT District Engineer Office at 619 West Auditorium Drive.

4.H. Approve an agreement with Intelliride, LLC to provide non-emergency transportation services through the City of McCook Public Transit Department.

4.I. Receive the minutes of the April 2, 2019 Senior Center Advisory Board and the July 8, 2019 Planning Commission meetings.

4.J. Ratify the Mayor’s appointments of Ron Friehe to the Planning Commission to replace Adam Wolford - term expires September 2022.

5. Regular Agenda.

5.A. Discuss and approve the request from the McCook Area Chamber of Commerce for the Third Thursday events scheduled for July 18, 2019 including the closing of the East 1st parking lot and the use of it's water and electricity from Noon to 9:00 P.M. for a Farmer's Market and Food Vendors and the closing of the alley in the 300 Block of East 1st, between East "C" Street and East "D" Street from 5:30 P.M. to 8:00 P.M.
