3.A. Approve the proclamation designating October 6 through October 9, 2019 as "Fire Prevention Week" and authorize the Mayor to sign.

3.B. Approve the proclamation designating the month of October 2019 as "Domestic Violence Awareness Month" and authorize the Mayor to sign.

4.A. Approve the minutes of the September 16, 2019 regular City Council meeting.

4.B. Approve the application for a Special Designated Liquor License submitted by the McCook Chamber of Commerce for a mixer to be held at Wagner Chevrolet Buick, 201 East "B" Street, on October 23, 2019 from 10:00 A.M. to 2:00 A.M.

4.C. Approve an application for Century Link to occupy city right-of-way for the purpose of installing an underground fiber optic cable beginning 70' East of the intersection of West 3rd Street and West "D" Street and ending 50' East of the intersection of West 5th Street and West "D" Street.

4.D. Ratify the Mayor's appointment of Dan Stramel to replace John Anderson on the Senior Citizens Advisory Board - term expires September 2022 and Jason Blomstedt to the Board of Health - term expires June 2020.

4.E. Adopt Resolution No. 2019-12 setting the property tax request for FY 2019/2020 at a different amount than the property tax request for the prior year.

4.F. Submit the question of whether property in Redevelopment Area #3, Redevelopment Area #4, and Redevelopment Area #5 is substandard and blighted to the Planning Commission for its review and recommendation to the City Council.

4.G. Receive and file Change Order Number 1 for Project No. 3-31-0052-15, Airport Pavement Repair, Joint Sealing and Painting Project, at McCook Ben Nelson Regional Airport in the amount of $6,284.25 and authorize the Mayor to sign.

4.H. Receive the minutes of the April 2, 2019 and the July 2, 2019 Senior Citizens Advisory Board meetings.

4.I. Approve bid specifications for One (1) New 2020 4-Wheel or All-Wheel drive Special Services Vehicle for use by the Police Department and set the date to receive bids as October 29, 2019 at 2:00 P.M.

5. Regular Agenda.

5.A. Approve the request from Dave and Lucy Lines to fund and construct a 12' x 20' Pergola in Bolles Canyon and an 8' wide ADA ramp off of the Walking Trail to allow easier access into the canyon in memory of their son Coley Lines.

5.B. Temporarily approve vehicle parking on the south side of West "Q" Street, from West 5th Street to West 10th Street, on November 9, 2019 from 4:00 P.M. to 12:00 A.M.

5.C. Approve a lease with McCook K9 Korner for land located in the southwestern portion of Barnett Park to be used as a dog park.

5.D. Discussion regarding potential capital improvement projects.
