2.A. Approve the minutes of the October 16, 2023 regular City Council meeting and the October 9, 2023 joint Planning Commission and City Council meeting.

2.B. Accept the minutes of the July 12, 2023 Library Advisory Board meeting.

2.C. Receive and file the claims for the month of September 2023, published October 20, 2023.

2.D. Approve and authorize the Mayor to sign Supplemental Agreement PT2105-01, between the City of McCook and the State of Nebraska Department of Transportation for the period beginning July 1, 2021 and ending June 30, 2023.

2.E. As received and filed by the City Council at the December 5, 2022 City Council meeting, accept City Manager Nate Schneider’s appointment of Greg A. Wolford, Class A License S-875 and Professional Engineer License No. E-6362, as the City of McCook Street Superintendent January 1 through December 31, 2023, for the 2023 calendar year Highway Incentive Payment.

2.F. Ratify the final bid specifications for one (1) new 2023 or 2024 Mid-Size SUV and set date to receive bids for November 7, 2023, at 2:00 P.M.

2.G. Receive and file the City of McCook Snow and Ice Control and Removal Operation Procedures and Policies. 

2.H. Approve the appointment of City Manager Nate Schneider, Public Works Director Kyle Potthoff and Airport Maintenance Operator Ken Vontz to the selection board for engineering services for airport projects through 2028 at McCook Ben Nelson Regional Airport.

2.I. Ratify the Health Board determinations that the following properties are nuisance properties per the McCook Municipal Code, Chapter 95:  1111 East "H" Street, 710 East 4th Street, 707 West 4th Street, 1002 West 5th, 1310 West Circle Drive, 1209 West 12th Street, and 111 West 10th Street.

3.A. Update regarding the swimming pool and ballpark projects.

3.B. Discussion and update on the work completed to date by City staff in regard to a potential UTV ordinance.

3.C. Ordinance No. 2023-3074 providing for the amendment of Appendix B, Cemetery Fees, of the City of McCook, Nebraska Code of Ordinances.  

3.C.1. Chairperson asks Clerk to read Ordinance by title.

3.C.2. Consider approval of Ordinance No. 2023-3074 upon its second of three readings.

3.D. Consider Ordinance No. 2023-3075 providing for the amendment of the City of McCook Code of Ordinances, Chapter 54: City Parks and Property - City Auditorium, Section 54.052 Use of Tobacco and Alcoholic Beverages.

3.D.1. Chairperson asks Clerk to read Ordinance No. 2023-3075 by title.

3.D.2. Consider statutory rule requiring reading on three separate occasions be suspended. Motion to suspend the rule must be adopted by three-fourths of the Council.

3.D.3. Final passage of Ordinance No. 2023-3075.

3.D.4. Chairperson declaration after vote and passage, if approved under suspension of the rule.

3.E. Council Comments.

3.F. An Executive Session may be held upon a majority vote of the Council for the protection of public interest for a strategy session with respect to real estate purchase for Sports Complex.
