1. The Mayor will declare the meeting open.

2. The City Clerk will call roll.
|
|
3. A public hearing will be held for the proposed fiscal year 2026-2027 budget for the purpose of hearing support, opposition, criticism, suggestions or observations.
|
|
4. The August 11th regular meeting and August 13th and August 21st special meeting minutes will be presented for consideration and possible action.
|
|
5. The August treasurer’s report will be presented.
|
|
6. Public Comments may be heard.
|
|
7. A public hearing for the purpose of hearing support, opposition, criticism, suggestions or observations of tax papers relating to the final tax request for the 2026-2027 fiscal year at a different amount than the prior tax year request will be held.
|
|
8. A public hearing for the One-and-Six-Year Street Improvement Plan will be opened for the purpose of hearing support, opposition, criticism, suggestions or observations to the proposed street improvement plan will be held.
|
|
9. Consideration and possible action for Interlocal Recycling Service Agreement with Antelope County for recyclable materials accepted at the Compactor will be held.
|
|
10. Resolution 2026-9 writing off uncollectible accounts will be presented and possibly acted upon.
|
|
11. Consideration and possible action for setting rates and fees for municipal services for the 2026-2027 Schedule of Fees will be held.
|
|
12. Appointments will be made for the following:LB840 Citizens Advisory Review Committee 1 member 4-year term and Economic Development Board 1 member, to fill an unexpired term to October 2027.
|
|
13. Consideration and possible action for the 2026-2027 budget adoption will be held. Appropriation Ordinance No. 672 shall be presented for adoption in authorizing the expenditures for the 2026-2027 fiscal year.
|
|
14. The Mayor shall close the final tax request hearing. Resolution 2026-10 will be presented for consideration of a different levy from the last year for the 2026-2027 fiscal year.
|
|
15. The Economic Development report will be presented.
|
|
15.a. Consideration and possible action for the 2026-2027 fiscal year Village of Clearwater contract will be held.
|
|
15.b. Discussion and possible action for an update on a Chamber of Commerce Agreement will be held.
|
|
15.c. Discussion and possible action for a revised Rural Workforce Housing Fund Investment Plan will be held.
|
|
16. The August Police Report will be heard.
|
|
16.a. Consideration and possible action to accept the resignation of Officer Schroeder will be held.
|
|
17. Consideration and possible action for special designated liquor license from Fight N River II, LLC for a September 26th wedding reception will be held.
|
|
18. The City Supt.’s report will be presented.

|
18.a. Discussion and possible action for a fall community clean-up day for October 17th and 18th will be held.
|
|
18.b. Discussion and possible action for update on 301 J Street will be held.
|
|
18.c. Consideration and possible action for authorization to hire Gail Hurd for the Solid Waste department at $17.00 per hour following successful pre-employment testing will be held.

18.d. Discussion and possible action for Riverside Park Memorial repairs from insurance proceeds will be held.
|
|
18.e. Discussion and possible action for trees in the downtown business sidewalks will be held.
|
|
19. The One-and-Six-Year Street Improvement Plan public hearing will be closed. Resolution 2026-11 for the street plan will be presented for consideration and possible action.

|
20. Resolution 2026-12 authorizing the municipal annual certification of program compliance form to the Nebraska Board of Public Roads Classifications and Standards will be presented and possibly acted upon.
|
|
21. Ordinance No. 673 setting salaries and benefits for the city employees for the 2026-2027 fiscal year will be presented for consideration and possible action.
|

22. Ordinance No. 674 setting electric, water, sewer and solid waste rates will be presented for consideration and possible action.
|
|
23. The New Moon Theater Liaison report will be presented.
|
|
24. Consideration and possible action for an Inter-local Agreement between the City of Neligh and the Antelope County Library Association will be presented for renewal.
|
|
25. Consideration and possible action for a special meeting date with the Nebraska State Historical Society to discuss the Neligh Mill will be held.
|

26. Bills will be presented for approval.

26.a. Discussion and possible action for Blackstrap invoices will be held.
